Emergency Rules

Emergency Rule #13-129(E)
Temporarily adds rules regarding the conduct of "qualified card games". Temporarily establishes
time frame for adding or removing affiliates of a national organization or foundation holding an
annual comprehensive charity gaming license. Temporarily adds the terms "calendar week",
"dispensing device", "exempt event", and "worker" to 68 IAC 21. Temporarily amends 68 IAC 21
concerning the conduct of charity gaming activities by qualified organizations, manufacturers, and
distributors licensed by the Indiana Gaming Commission. Temporarily repeals 68 IAC 21-1-5,
68 IAC 21-1-6, and 68 IAC 21-2-7.

Emergency Rule #13-128(E)
Temporarily amends 68 IAC 2-7-1 through 68 IAC 2-7-3 and 68 IAC 2-7-5 through
68 IAC 2-7-10 concerning licensing of distributors of associated equipment. Statutory authority: IC 4-33-4.

Temporarily adds rules concerning local development agreements. Statutory authority: IC 4-33-4.

Emergency Rule #12-461(E)
Temporarily adds the terms "calendar week", "dispensing device", "exempt event", and "worker" to 68 IAC 21. Temporarily amends 68 IAC 21 concerning the conduct of charity gaming activities by qualified organizations, manufacturers, and distributors licensed by the Indiana Gaming Commission. Proposed Rule LSA #12-280
  This is an omnibus rule to clarifies charity gaming regulations, specifically amending
  definitions in 68 IAC 21-1.  Amends application and qualification processing
  requirements in 68 IAC 21-2.  Amends conduct of charitable gaming events in
  68 IAC 21-3. Amends record keeping requirements in 68 IAC 21-4.  Amends
  contracting restrictions with affiliated persons in 68 IAC 21-5.  Amends disciplinary
  actions in 68 IAC 21-6.

  Commission staff will accept public comments on this Rule until June 3, 2013.
  Commission staff anticipates bringing a Final Rule to the Commission for approval

  in time for Attorney General and Governor’s Office approval, Commission staff estimates
  the rule will be effective in September, 2013.  This timeline is subject to change during the

  Administrative Rules Oversight Committee Notice LSA 12-280

Notice of intent to adopt Rule, LSA 12-659
  Adds 68 IAC 1-12.5 concerning promotional events hosted by casino licensees,
  the submission requirements for hosting a promotional event, internal controls, and
  deviations from the provisions of the rule. Amends 68 IAC 15-12-3 concerning live
  gaming device fill procedures.

  Commission staff will accept public comments on this Rule until August 10, 2013.

  Amends 68 IAC 2-7-1 regarding licensure of distributors and manufacturers of
  associated equipment.  Amends 68 IAC 2-7-2 regarding the approval of associated
  equipment. Amends 68 IAC 2-7-7  to provide for revocation of approval.  Amends
  68 IAC 2-7-8 regarding duties of a casino licensee or casino license applicant notification.
  Amends 68 IAC 2-7-10 regarding a request for hearing on notice of denial or revocation
  of approval.  Makes numerous technical changes.

  Commission staff will accept public comments on this Rule until August 10, 2013.

Final Rules

Final Rule #11-786
  Codifies numerous non-code waivers, delegations, and policy statements. Repeals and
  replaces obsolete terminology. Acknowledges IC 4-35 as an applicable law.  Amends
  definitions, reporting requirements, surveillance and Commission room requirements,
  contract requirements, security and audit specifications, transfer requirements, and eviction
  criteria. Expands use of “casino” and “deviation from provisions” language. Makes numerous
  other substantive, technical, grammatical, ministerial, form, and style updates.

Final Rule #12-55
   Amends 68 IAC 1-3-1 concerning applicability and obsolete terminology. Amends 68 IAC
  1-3-2 concerning reports on economic development payments. Adds 68 IAC 1-3-4 concerning
  methods of payment. Adds 68 IAC 1-3-5 concerning a duty to notify the commission regarding
  changes to bank account information, bylaws, or conflict of interest statements. Adds 68 IAC
  1-3-6 concerning deviations. Makes numerous technical changes. Repeals 68 IAC 1-3-3.
  Effective December 21, 2012

Readopted Rinal Rule #12-413
  Readopts rules in anticipation of IC 4-22-2.5-2, providing that an administrative rule adopted
  under IC 4-22-2 expires January 1 of the seventh year after the year in which the rule takes
  effect unless the rule contains an earlier expiration date. 
  Effective January 18, 2013

Final Rule #11-385
  Adds 68 IAC 24 regarding professional boxing and mixed martial arts and amateur mixed martial
  arts.  Repeals 68 IAC 22 and 68 IAC 23.
  Effective September 27, 2012

Final Rule #11-275
  Adds and amends rules regarding junketeers, live gaming devices, cards, dice and tokens.
  Makes numerous other technical and ministerial changes.
  Effective May 25, 2012.
