Dan Huge, Chief Financial Officer/Chief Operating Officer
Mr. Huge serves as the CFO/COO for the Authority. Prior to joining the Authority, Dan worked as the Chief Financial Officer for Capital Improvement Board (CIB) of Marion County. CIB owns and operates Lucas Oil Stadium (NFL Stadium) and the Indiana Convention and owns Bankers Life Fieldhouse (NBA Arena) and Victory Field (AAA Baseball Stadium). Before that, he served as the Executive Director for the Indiana Bond Bank, issuer of long and short term debt obligations for local units of government, schools and libraries in Indiana.
Andrew P. Seiwert, General Counsel
Mr. Seiwert serves as General Counsel to the Indiana Finance Authority. Prior to joining the IFA, Mr. Seiwert served as Corporation Counsel to the City of Indianapolis and Marion County. A graduate of Purdue University and the Indiana University School of Law, upon graduation Mr. Seiwert served as a Law Clerk to the Honorable Robert W. Neal of the Indiana Court of Appeals. A former Assistant Corporation Counsel under the Indianapolis Mayors Hudnut, Goldsmith, and Peterson, Mr. Seiwert was also an associate in The Law Offices of Linda L. Pence and the firm of Feiwell & Hannoy, P.C. Mr. Seiwert is admitted to practice in Indiana, the Northern and Southern District Courts of Indiana, and the U.S. Supreme Court.
James P. McGoff, Director of Environmental Programs Mr. McGoff is the Director of Environmental Programs for the Indiana Finance Authority. As Director of Environmental Programs, he manages the Finance Authority's Indiana Brownfields Program and State Revolving Fund Loan Programs. Mr. McGoff previously served as the Executive Director for Indiana's State Revolving Fund Loan Programs and General Counsel to the Indiana Finance Authority. Prior to his appointment as Executive Director, Mr. McGoff was a partner in the Indianapolis law firm of Bingham McHale LLP (currently, Bingham Greenbaum Doll, LLP), where he was a member of the firm's public finance practice group. Mr. McGoff is a past member of the National Association of Bond Lawyers, Indiana State and American Bar Associations and is a Certified Public Accountant (inactive). He received his undergraduate degree in accounting and J.D. from Indiana University, Bloomington, Indiana.
Lori Dunlap, Director of Capital Projects and PlanningMs. Dunlap is the Director of Capital Projects and Planning. She manages Public Private Partnership Projects (P3 Projects), as well as strategic planning for the agency's capital programs. Prior to joining the IFA, Ms. Dunlap was the Associate Vice President for Facilities Planning at Ivy Tech Community College, responsible for facility planning, management and construction statewide. Her biggest projects to date were completed from 2005-2012 while she was Deputy Director of the Indiana Stadium and Convention Building Authority (ISCBA). At the ISCBA, Ms. Dunlap oversaw design, construction and accounting for development of Lucas Oil Stadium and the most recent expansion of the Indiana Convention Center, with a combined project cost of $1 billion. Previously, she served as the Planning Manager for Indianapolis International Airport as well as a Project Manager for the Indianapolis Bond Bank. She has a Business Degree in Economics and Public Policy as well as a Masters Degree in Urban Planning and Development, which are both from Indiana University. Ms. Dunlap is the Chairman of the Indiana Construction Roundtable - Board of Directors, and active with several local charities.
