James P. McGoff, General Counsel and Director of Environmental Programs

Mr. McGoff is the General Counsel and Chief Operating Officer for the Authority and directs all environmental programs operated by the Authority, which currently include the Indiana Brownfields Program and State Revolving Fund Loan Programs.  Mr. McGoff previously served as the Executive Director for Indiana's State Revolving Fund Loan Programs. Prior to his appointment as Executive Director, Mr. McGoff was a partner in the Indianapolis law firm of Bingham McHale LLP, where he was a member of the firm's public finance practice group. He received his undergraduate degree in accounting and J.D. from Indiana University, Bloomington, Indiana. Mr. McGoff is licensed to practice law in Indiana and is a Certified Public Accountant (inactive). 

Mark D. Pascarella, Director of Debt Management

Mr. Pascarella serves as the Director of Debt Management for the Authority. Mark is responsible for managing the debt by executing the right structures with the lowest cost of funds for the Authority. Prior to joining the Authority, Mark worked as a Lending Officer for the Federal Home Loan Bank of Indianapolis. His primary roles were managing the Letter of Credit Program and providing funding for FLHBI members. Mark earned a Bachelor of Science in Marketing from Ball State University with a Minor in Psychology, an M.B.A. with a concentration in Finance from the University of Indianapolis, and he has earned the Chartered Financial Analyst Designation.
