Reed Act Funds: Recruitment & Job Placement Activities

Introduction

Twenty five million dollars in federal Reed Act funds have been approved for the Job Opportunities Business Services (JOBS) initiative.  This is commonly referred to as “WorkKeys” in the WorkOne offices. Under the JOBS initiative, four main goals will be accomplished for high-wage high- demand employers participating in the JOBS Initiative:

  1. Job profiles
  2. Recruitment Assistance – job matching system, advertisements, and job fairs
  3. Skills assessment
  4. Skill gap training

The Indiana Department of Workforce Development (IDWD) has allocated $550,000 for program year July 1, 2007 through June 30, 2008 to support workforce recruitment and job placement activities through the JOBS initiative.  The maximum amount available to each economic growth region (See attachment 1: IDWD Economic Growth Regions) will be $30,000. Requests for funding will be approved until all of the funds have been obligated for the program year. 

Eligible Applicants

All requests must go through and be approved by the Regional Operator.  Businesses and/or WorkOnes may bring their proposals to their Regional Operator or follow the instructions provided by the Regional Operator.

     I. Recruitment Assistance

    1. Job Fairs

The local job fair must have a connection to the JOBS initiative- businesses participating in job profiling and using worker assessments or the majority of the participating businesses must have high-wage high-demand occupations.

                         Allowable costs include:

  • Audio/visual set up
  • Equipment rental
  • Participation in a job fair
  • Promotions/Advertisements
       (See advertisements/marketing below)
  • Signage
  • Space rentals
  • Temporary electrical access
  • Venue set-up/tear down
  • Miscellaneous costs associated with conducting a local job fair
  • Salaries are not covered, but may be included as matching funds.

     B.  Advertisements/marketing

             Advertisements are for local, hard-to-fill jobs that are high-wage high-skill high-demand. The business must have a job order on file with the local IDWD office and approval on file for the JOBS initiative (WorkKeys application).

             All advertisements including audio and video must be forwarded to Ryan Scott, Director of Marketing, for approval prior to publication or airing. A representative from Marketing will respond within 72 hours. Ryan's contact information is:

Allowable costs include:

  • Billboards
  • Brochures
  • Outdoor
  • Postage
  • Posters
  • Print ads
  • Printing
  • Radio
  • Television
  • Miscellaneous costs associated with producing advertisements

II. Miscellaneous costs associated with worker assessments are costs incurred by the local IDWD offices in the administration of WorkKeys’ assessments.  They include the following:

  • To assist with administration of WorkKeys assessments
  • WorkKeys materials
  • WorkKeys supplies
  • WorkKeys equipment
  • Key Train and win licenses
  • Interpreters for WorkKeys assessments and profiles

How to Apply

Complete the “Request for Consideration: Job Initiative/Reed Act Funds” application (See attachment 2: Request for Consideration) and submit for approval to your Regional Operator.  The Regional Operators may develop their own approval process for local requests for these funds.

Evaluation Criteria

Each request will be reviewed to determine whether the purpose is aligned with the objectives stated above and whether expenses are for allowable costs as stated in the Business Consultants’ contracts. Consideration will be given to regional projects. Requests for advertisements and job fairs that are over $8,000 will be evaluated on the amount of matching funds from co-sponsors.
