Lt. Governor Ellspermann and IHCDA announce over $3 million in OOR awards

INDIANAPOLIS– Lt. Governor Sue Ellspermann recently announced combined awards of more than $3 million to 12 Indiana municipalities for the development and implementation of Owner Occupied Rehabilitation (OOR) projects. The awardees are Community Action Program of Western Indiana (CAPWI), Crothersville, Lawrenceburg, Liberty, Rockport, Shelbyville, Tell City, Warsaw, Washington, Decatur County, Jefferson County and Switzerland County.

The federally funded program, administered by the Indiana Housing and Community Development Authority (IHCDA), seeks to improve the quality life of the existing housing stock throughout Indiana. OOR provides grants to selected applicants for the rehabilitation of low-to-moderate income residents in owner-occupied housing. Preference is given to seniors, families with seniors and persons with disabilities. Eligible activities include minor repairs to inoperable or faulty furnace, leaking roof or unsafe electrical wiring and plumbing as well as lead-based paint abatement and mold remediation.

“I congratulate each team on their recent award of Owner Occupied Rehabilitation funding,” said Lt. Governor Sue Ellspermann. “The grant will allow the municipalities to partner with public and private entities that can assist our elderly citizens and neighbors with disabilities address issues that will allow for the preservation and maintenance of the current housing stock to ensure safe and accessible residential options.”

Each OOR application was scored by a first and second reviewer based on requirements outlined in IHCDA’s 2015 CDBG OOR application policy. Applications were checked for completeness and threshold requirements. Applications were funded at 100% of their request until funding was expended. The City of Lawrenceburg and the Town of Crothersville were funded at 50% of their request due to both applications scoring the same.
