  • Terry L. Harrell, JD LCSW MAC LCAC | Executive Director

    Terry joined JLAP in 2000. She graduated from Maurer School of Law and is a Licensed Clinical Social Worker (LCSW), a Licensed Clinical Addictions Counselor (LCAC) and has a Master Addictions Counselor certification (MAC.) Terry is active with the Indiana State Bar Association and a Fellow of the Indiana Bar Foundation. She serves on the American Bar Association's Commission on Lawyer Assistance Program’s Policy and Well-Being Committees and serves on the National Task Force on Lawyer Well Being and as an advisor on the New York State Bar Association Attorney Well-Being Task Force.

  • Brittany Kelly, JD MSW LSW | Deputy Director

    Brittany Kelly, JD, MSW, LSW, is Deputy Director of the Indiana Judges and Lawyers Assistance Program. Brittany is a graduate of IU McKinney School of Law and the IU School of Social Work. She is a licensed attorney and licensed social worker, with a graduate certificate in advocacy and a concentration in leadership. Prior to JLAP, Brittany served as Associate Director of the Hall Center for Law and Health at IU McKinney School of Law. Before that role, Brittany served as a Marion County Public Defender who represented clients in Marion County Problem Solving Courts and involuntary civil commitments. Brittany was named an Up and Coming Lawyer by the Indiana Lawyer in 2022.  She is currently an adjunct faculty member for the McKinney School of Law where she teaches Health and Human Rights, and she is an active member of the Indianapolis Bar Association. Brittany enjoys spending time with her family, especially her husband and twin boys.

  • Eric Wood, MA, LCAC | Clinical Case Manager

    Eric joined the JLAP team in January 2017. He holds degrees from Ball State University and Wheaton College, and is a Licensed Clinical Addiction Counselor in the State of Indiana. His 28-year career in the field of mental health and addictions has included stints with Center for Mental Health (now Aspire Indiana), Charter Indianapolis Behavioral Health System, Gallahue Mental Health Services, and Fairbanks. He served as a Clinical Director for Pro-Active Resources and Counseling Coordinator for The Kolbe Center, a clinic specializing in the treatment of opioid dependence. He served on the Executive Board of the Hendricks County Substance Abuse Task Force and was a member of the Hendricks County Coalition Against Domestic Violence and the Hendricks County Domestic Violence Fatality Review Team. Eric remains passionate about women’s issues in recovery, as well as advocacy for competent Medication-Assisted Treatment programs. He recently completed intervention training with the renowned Debra and Jeff Jay, authors of the seminal “Love First: A Family’s Guide to Intervention.” When not in the office, Eric has his hands full with a beautiful blended family, four enigmatic pets and an all-original rock band called Whoa!Tiger.

  • J. Frank Kimbrough, JD | Northern Indiana Liaison

    Frank was one of the original 15 members appointed to the JLAP Committee in 1997. Prior to that time he was active in lawyers assistance through the state bar and instrumental in the creation of JLAP. Frank was born in Muncie, Indiana and graduated from DePauw University and the Indiana University School of Law. He practiced law in Fort Wayne, Indiana and his current professional focus is in the areas of alternative dispute resolution, arbitration, and mediation. Frank also has an extensive background as a trial lawyer including the representation of professionals such as doctors and lawyers in licensure issues. In 2009, after years of serving as a volunteer Frank formally joined the staff as our part-time liaison to Northern Indiana.

  • Jill Fuqua, BA | Case Manager

    Jill joined the JLAP team in February 2017. She has spent the last 11 years working in the mental health and addiction field after a career in radio broadcasting. Prior to joining JLAP, she was the Bureau Chief of the Office of Consumer and Family Affairs for the Family Social Services Administration, Division of Mental Health and Addiction. At DMHA, she provided consumer and family member perspective to the leadership team to help shape division policy and planning activities for the state’s public treatment system.  Jill spent seven years at Mental Health America of Indiana as the Director of the Indiana Addictions Issues Coalition.  As Director, she provided public education on addiction and recovery issues and advocated for legislative reform at the Indiana General Assembly.  She is a person in long-term recovery from addiction and mental illness. Jill holds a paralegal certificate from Indiana University Purdue University at Ft. Wayne and a BA in Broadcast Journalism from IU Bloomington. She is a certified Peer Support Specialist.

  • Linda Olvey, LCSW | Clinical Case Manager

    Linda joined the JLAP team in December 2018. Her professional career as a licensed clinical social worker has allowed her to hold a private practice in psychotherapy as well as to pursue her passion for social justice. Linda began her career as the Assistant Director of a residential treatment facility for juvenile offenders in Terre Haute, Indiana. Linda has worked in the field of domestic violence, as a field practicum supervisor within the Marion County Prosecutor’s Domestic Violence Unit and as the Program Director for the Indiana Coalition Against Domestic Violence. She has counseled sexual assault victims throughout the state’s correctional institutions and facilitated support groups for many years with the Cancer Support Community of Central Indiana. Linda also served on the faculty of the Indiana University School of Social Work, both as the Admissions and Student Services Director for the MSW program, and later working to create the Field Unit for the MSW Direct online program. She enjoys music, travel, cats and spending time with her wonderful daughter, Claire.

JLAP logoBecause of the sensitive nature of mental health and substance use issues, law students, attorneys, or judges who need help—or want to assist someone else who might need help—are often reluctant to seek assistance. Recognizing this concern, and in order to foster early and confidential contact, the Indiana Supreme Court authorized the creation of JLAP with the passage of Rule 31 of the Indiana Rules on Admission to the Bar and Discipline of Attorneys.

All contact with JLAP is confidential under Admission and Discipline Rule 31 ยง9 and Rules of Professional Conduct 8.3 (c).
