Town Hall Meetings

Regular meetings are held on the second Tuesday of the month and start at 5:30 p.m. Board of Works meeting first and Town Council meeting immediately following Board of Works.

Meetings are held at Town Hall, 203 W Main Street, Francisco, Indiana 47649. Meetings are open to the public.

  • Water Department Information & Payments

    Water Department Info: Francisco does not have a water treatment facility and purchases water from Pike-Gibson. Francisco has a Tracker Ordinance that raises rates to keep in line with Pike-Gibson's current rates. These changes are always advertised and customers are notified on the water bill when to expect the increase. The current minimum charge for 2500 gallons of water is $45.38, plus tax. Out-of-town customers are charged, in addition to their monthly bill, a surcharge of $4.78 per month. Customers living within 1,250 feet of a fire hydrant are charged $2.24 monthly for a hydrant fee.

    The sewer system was installed in 2003. Current monthly minimum charge is $29.84 for a 5/8” meter and $.0102 per gallon of water used monthly.

    Water Account Info: To set up a Francisco Water Account customers need to notify the Clerk-Treasurer at 812-782-3573 and submit a Water Customer Application.  Applications are located at Francisco Town Hall 203 W Main St. Francisco, IN 47649. A water deposit of $200 is required to be paid at the time of submission, so that water service can be turned on.

    Billing: Bills are mailed by the 23rd of the month and are due on the 15th of the following month.  If the 15th falls on a Friday, Saturday, Sunday or on a holiday, the due date then becomes the next business day.  To avoid a 10% penalty, customers need to pay by the due date. Shutoff notices are mailed on the last day of the month unless the date falls on a weekend or holiday.  A $15 fee is currently in place for any account that receives a shutoff notice. In the event a customer receives three shutoff notices, then the customer will be required to make an additional $200 deposit.  Once a customer receives a shutoff notice, proof of payment should be texted to 812-782-3573 or emailed to clerktreasurer@townoffrancisco.com for credit. Failure to do so could result in water disconnection, as some payments are not immediately accessible to the Clerk-Treasurer. Water disconnections will be scheduled to take place the second Tuesday of every month unless it occurs on a holiday. An additional $45 fee will be accessed after disconnection.

    Water customers, per ordinance, can request three (3) payment plans a year.  Payment agreements must be made at Town Hall during business hours. Failure to adhere to an agreed payment plan will result in water disconnection.

    Making a payment:

    Payments can now be made in person at Town Hall, 203 W Main St, during normal business hours.  Accepted payment methods are check or debit/credit card.  A 3% convenience fee will be added to card transactions. In addition to paying in person, payments can be made directly online using the button below. We also have a drop box available to accept check payments after hours at Town Hall.

    Payments can be made at German American Bank in Princeton at 231 West Broadway or Oakland City at 1100 W Morton St.  Payments will be accepted in person, in the night deposit box, or by mail.  If mailing be sure to allow ten days for payment to reach the bank. Customers should include account number or service address to be sure payments are posted to the correct account.

    Customers may make arrangements with their bank to pay German American directly.  Please be sure to allow ten days for payment to reach our bank account.  The payment notification to German American needs to include name, service address, and water account number.

    Customers can pay online at Swipe Simple. Swipe Simple is a third-party payment provider and does charge a convenience fee.  Customers should include account number or service address to be sure payments are posted to the correct account.  The Link can be found below.

    Misc Info: Customers can request a pool fill adjustment by calling or emailing the Clerk-Treasurer to request a form or can be picked up in person at Town Hall during business hours.  Customers should schedule a meter reading to be completed before and after the pool fill to accurately calculate usage. The gallons used will be credited to wastewater only.  In the event a meter reading is not done, a three-month average will be used instead to calculate usage.

    Customers can request a wastewater adjustment for leaks occurring that did not go down the sewer system.  They need to call to request a form.  They have to show proof of repair of the leak before an adjustment can be made.  This adjustment would be on wastewater only and is subject to approval by the Francisco Board of Works.
