Natural Gas Universal Service Programs

Indiana natural gas utilities have offered universal service programs since 2004. The programs assist low-income consumers, in addition to the federally funded Low-Income Home Energy Assistance Program (LIHEAP).

Vectren is offering a universal service program under a 2014 IURC order. The OUCC filed testimony (Lorton and Poole) supporting the case's settlement agreement.

Citizens Gas and Northern Indiana Public Service Co. (NIPSCO) are offering similar programs under orders issued in 2009 and 2011. The OUCC filed testimony supporting the programs in 2009.

LIHEAP and federally funded home weatherization programs were not at issue in these cases.
