To preserve and rehabilitate historic properties in order to further incentivize downtown economic development.

Important 2016 Dates

• April 13: Workshop
• May 6: Letter of Intent Due to OCRA by 4pm EDT
• July 1: Applications are due by 4 p.m. EDT to OCRA
• August 1: Recommended applications submitted to DNR for review
• September 9: DNR review completed and sent to DNR Historic Preservation Review Board for final review
• October 19: DNR Historic Preservation Review Board meeting
• October 27: Funded projects announced via press release

Applicant Eligibility

Eligible applicants must meet the following requirements:
• Located in Indiana within a designated Main Street city or Town
• Non-entitlement community in accordance with HUD listing
• Listed on
Be one of the following:
• Individual
• Partnership
• Firm
• Association
• Joint Venture
• Limited liability company
• Corporation
• Non-profit affordable housing organization  
• Cannot have received funding from the Historic Renovation Grant Program in their community in the previous 3 years
• More than one application can be submitted by the same person
• No more than one application can be submitted for the same property

Property Eligibility
Eligible properties must meet the following requirements:
• At least fifty (50) years old
• Listed on register of Indiana historic sites and historic structures
• Listed or eligible for the National Register of Historic Places
• Listed as a contributing resource in a National Register District
Historic Property MUST Be:
• Actively used in trade or business
• Held for the production of income
• Held for the rental or other use in the ordinary course of the person’s trade or business
• Following guidelines established by Secretary of Interior
• Reviewed by State Historic Preservation Officer upon submission
Project Eligibility and Ineligibility
Eligible activities are limited to the exterior and include measures to sustain the form, integrity and material of a building or structure including stabilization and maintenance of historic building matter
Examples of eligible activities are:
• Windows, doors, and historic entryways
• Brick rehabilitation and tuck-pointing
• Roof replacement and rehabilitation
• Exterior foundation rehabilitation
• Exterior foundation rehabilitation
• Rehabilitation of architectural characteristics

Examples of Ineligible activities are:
• Property acquisition
• Payment of taxes
• Enlarging or expanding existing structures
• Real-estate fees
• Paving and landscaping and costs
• Sales and marketing costs
• Any construction completed prior to grant award
• Interior Renovations
• Equipment purchases
• Increase value with intent to sell

Funding and Distribution
• Grant requests between $10,000 and $100,000 will be accepted
• Eligible requests must be no more than 35% of eligible project costs
• Local match must be greater than or equal to 65% of total eligible project costs
• Local match must be provided by the applicant or a third party with documentation provided at time of LOI and also included in application
• Ineligible expenses may be included in the project summary but will not count towards the eligible local match

Program and Submission Guidelines
Application must include:
• Four hard copies: 1 with ink signatures and 3 copies
• 1 Digital copy via thumb drive or disc
• Letters of Intent and Applications must be submitted to:
