Community Based Development Organizations (CBDO)

Community Based Development Organizations (CBDOs) as defined under the Community Development Block Grant program at 24 CFR 570.204, are non-profit or for-profit entities which must meet specific organizational criteria. The IHCDA CBDO certification allows qualified entities to carry out neighborhood revitalization or community economic development using CDBG-DR funding. CBDOs may retain any proceeds gained from the use of CDBG-DR funds and revolve the funds to further support other community development activities, and establish a revolving loan fund.
