He graduated from Indiana University in 1913 and Harvard University Law School in 1916. He then returned to Martinsville to practice law with his father. In the fall of 1917, McNutt accepted an assistant professorship at the Indiana University Law School. McNutt served as an officer in World War I and resumed his post at the Indiana University Law School upon his return in 1919. In 1925, he was appointed dean of the school and held the post until his inauguration as Governor of Indiana in 1933.

McNutt was elected Governor of Indiana on the Democratic ticket in November 1932. He also served as High Commissioner to the Philippines (1937-1939); administrator of the Farm Security Administration (1939-1945); chairman of the War Manpower Commission (1942-1945); and first U.S. ambassador to the Philippine Republic (1946-1947). In 1940, he ran for the Democratic nomination for President of the United States, but was defeated by Franklin D. Roosevelt. Following his term as a U.S. ambassador, McNutt retired from public service and practiced law in New York, Washington, D.C., and Manila. He died on March 24, 1955.
