Cable Television Service

In March of 2006, the Telecommunications Reform Bill of 2006, HEA 1279 was passed by the General Assembly and signed by Governor Mitch Daniels. Part of the Bill provides that after June 30, 2006, the Indiana Utility Regulatory Commission (IURC) is the sole franchising authority for the provision of video service in Indiana.

On June 14, 2006, the Commission approved a General Administrative Order (GAO 2006-4) establishing the process, instructions and application for state issued video franchises or Video Service Providers (VSP). The GAO also provides procedures to make changes to existing certificates of franchise authority within Indiana.

Also as part of the role the commission has in providing franchising authority, rules have been adopted from the Federal Communication Commission’s (FCC) Video/Cable customer service standards in order to help ensure that cable service providers are held to the same standards as before, under the cities and towns in which they operate.
