In March of 2017, after an extensive RFP process, FirstNet partnered with AT&T to build the network and drive the innovation of applications and services tailored to meet the needs of our nation’s first responders.

In June 2017, AT&T and FirstNet delivered State Plans to all 56 states and territories explaining the unique planned network deployment via the State Plan Portal (SPP).  The SPP included information related to coverage, network architecture and products and services, among other areas. Each state and territory had the opportunity to review the SPP and submit comments and questions to AT&T/FirstNet.

After receiving comments and questions, AT&T/FirstNet had 45 days to update the State Plans in the SPP to then send the final State Plan to each governor. Once the governor received the State Plan in the SPP, the state or territory had 90 days to either Opt-In or Opt-Out.
