IOT announces Paul Baltzell as Interim CIO

IOT is announcing that IEDC's Director of IT and Business Systems’ Paul Baltzell is temporarily serving as the State’s Interim Chief Information Officer. paul

Paul has more than 22 years of experience working in various areas of IT consulting and management. Baltzell previously worked for IOT from 2005-2015, including a stint as CIO.  

In 2005, Baltzell worked on the State of Indiana IT consolidation efforts, which achieved a $14 million-dollar yearly savings for the state through shared systems. In 2013, he was appointed CIO for the state of Indiana by Governor Mike Pence. During his tenure as State CIO, he implemented the Management Performance Hub, working to turn Indiana into the first data-driven state. 

In mid-2018, he became an employee at the Indiana Economic Development Corporation, where he works daily on efforts to grow Indiana’s job opportunities.

“My role as interim-CIO will be to make sure we keep moving Next Level IOT initiatives forward. Our agency objectives, 1) Cost Competitiveness 2) Core Services Delivery 3) Executive Branch Security Readiness and 4) Preferred Workplace will remain our priorities. Our customer satisfaction, presently at 98.28%, shows how well we are meeting our customer’s needs and we will continue all the efforts that have led to this result.”

What is this new offering? questions

Granicus (GovDelivery) delivers a monthly email that provides general best practices, and product-specific, adoption-focused collateral to you and any other administrators of your GovDelivery account. This will include some great suggestions starting with emerging tips.  

Some tips include:

  • Improve Open and Click Rates – including a strong subject line and a call to action.  
  • Website overlays – a signup option before you get to the email.
  • Questions enabled for richer input.  
  • Make a routine audit of topics.  
  • Make announcements to other administrators when first signed into GovDelivery.

Speaker Series: Transforming a Federal Agency

The second Art of the Possible Speaker Series featured Mark Schwartz, an enterprise strategist with Amazon Web Services.   mark

Schwartz talked about the approaches he brought to the U.S. Department of Homeland Security and the IT practices he used while working there. 

As CIO of the US Citizenship and Immigration Services (in DHS), he led the agency to the cloud, introducing and refining DevOps and Agile techniques, and adopted user-centric design approaches.  

Schwartz now speaks at conferences internationally on such subjects as DevOps, Leading Change, Driving Innovation in IT, and Managing Agility in Bureaucratic Organizations. 

He has been recognized as a Computerworld Premier IT Leader and received awards for leadership in Technology Innovation, the Federal 100 IT Leaders, and a CIO Magazine 100 award.

Save the Date: State of IN.Gov Presentation

The IN.gov Program, a division of the Indiana Office of Technology, is providing an update in.govon all facets of the program. The IN.gov Program is the organizational entity responsible for www.IN.gov and supports state web design, application development, payment processing and establishes and enforces polices to ensure that IN.gov is safe, secure and easy to-use.

Representatives from the IN.gov program are hosting a presentation from 10 a.m. to 12 p.m. Tuesday, April 14 in Indiana Government Center South auditorium to discuss what services are offered to state employee webmasters.  https://calendar.in.gov/site/iot/event/ingov-presentation

Data Day

The Management Performance Hub (MPH) held its annual Data Day, a showcase of data-driven initiatives with the State of Indiana, in the Statehouse this month with twice as many attendees passing through as last year. 

This year’s event took over the entire main floor of the Statehouse and included presentations and booths that showcased the collaboration between partner organizations, state agencies and MPH.  

Live presentations kicked off with Interim Chief Data Officer Joshua Martin honoring former Chief Data Officer Darshan Shah, with dedicating the flag flying above the Statehouse to him.  

Talks continued with representatives from the Family and Social Services Administration, State Police, the Regenstrief Institute, the Indiana Business Research Center and various panels made up of more people who use data to drive business decisions.

The Next Level Recovery Panel focused on counties that experience the most problems with opioids, and other addictions, and how data plays a role in helping other state agencies work to stem this epidemic.

In the Department of Correction, they are focused on looking at outcomes of a drug treatment program. With the help of MPH and the State Police, they can track outcome measures in a timely fashion, making adjustments to the program as needed.

Be aware of what’s around you. Make yourself informed and know what problems are and what assets are being put forward. Decide where you might fit in in the solving of the problem.
