Public Involvement Procedures Manuals (PIPM)

The Indiana Department of Transportation (INDOT) is updating its Public Involvement Procedures Manuals (PIPM). The manuals provide guidance to those who are engaged in providing public involvement opportunities related to INDOT decision and actions. Additionally, it  educates the public on what they can expect in terms of INDOT public involvement policies and practices.

INDOT has two different PIPMs. One focuses on planning and the other on projects.

The Indiana Department of Transportation Public Involvement Procedures Manual:

  • Sets policy
  • Provides guidance
  • Exceeds minimum requirements
  • Is produced in coordination with the Federal Highway Administration (FHWA)
  • Was last updated in 2012
  • Promotes timely and proactive engagement of INDOT customers and transportation stakeholders

2021 Planning Public Involvement Procedures

Now open for public comment through 3/12/2021.

Non-Metropolitan Local Officials Consultation Guidebook – The Non-Metropolitan Local Official Consultation Guidebook and Consultation Letter addresses federal requirement per 23 CFR 450.210(b) that the consultation process that INDOT undertakes with rural local officials occurs every 5-years. 60-day public comment period for non-metropolitan local officials begins 3/15/2021 and will end 5/14/2021.
