Any area in Indiana that does not have a local, city-based housing authority falls under IHCDA’s jurisdiction.

To file a complaint:
Step 1: Communicate with your case manager about the issue, preferably in writing via mail or email.
If the issue is not resolved to your satisfaction, you have the right to appeal.Step 2: Contact IHCDA for an appeal by writing to Section8@ihcda.in.gov.

- Mainstream and NED Vouchers (Non-Elderly Disabled) - by referral only
Mainstream and NED vouchers are issued on a referral-only basis for persons 18 - 61 years old who are living with a disability.
IHCDA assists households referred by eligible disability service providers including, but not limited to, Centers for Independent Living, Area Agencies on Aging, Community Action Agencies, Community Mental Health Centers, and other intellectual/developmental disability service providers. - VASH - Veterans Affairs Supportive Housing - by referral only
VASH Vouchers are issued on a referral-only basis. A veteran who is experiencing homelessness is referred by the Department of Veterans Affairs. In addition to receiving a VASH voucher, the veterans are required to participate in case management with a VA-appointed social worker in an effort to maintain housing and avoid future homelessness.
Case management and clinical services are provided at VA medical centers and community-based outreach clinics.

- FUP Vouchers - Family Unification Program - by referral only
FUP vouchers are issued on a referral-only basis by the Indiana Department of Child Services (DCS) to individuals who are either aging out of foster care or whose main barrier to family reunification is stable housing.
- Stability Vouchers - by referral only
Stability Vouchers are issued by HUD upon identification and referral through the Coordinated Entry system.
Vouchers are provided to assist individuals and families who are at risk of homelessness; who are fleeing domestic violence, dating violence, sexual assault, stalking, or human trafficking; or who have recently experienced homelessness; and for whom providing rental assistance will prevent the risk of homelessness or housing instability.
