Healthy Homes Resource Program
The Healthy Homes Resource Program (HHP) is a partnership between the Indiana Housing and Community Development Authority (IHCDA) and the Indiana State Department of Health (ISDH) who are leading the State of Indiana’s effort to remediate health and safety hazards in targeted households throughout the state.

Signs you may have a hazard your home include:
- Shortness of breath, persistent cough, tightness or pain in the chest, hoarseness, trouble swallowing
- You have walls, furniture, or window sills in your home with chipping or peeling paint that was built or created before 1978
- Dark or wet spots, cracking, bubbling, or flaking, standing water, damp, musty, or moldy smell
- Flickering lights, excessive breaker tripping, sparking, hot outlets or switch plates, inoperable outlets, buzzing, burning smell, electrical shocks
- Stairs and mobility in the home, poor lighting, lack of wheelchair accessibility, narrow doorways, slippery floors
- Cracks or bulging on wall and ceilings, uneven gaps around windows and doors, crumbling concrete/brick, sagging or sloping floors, cracks in chimney, soil pulling away from house walls, sagging roof,
- Poorly functioning heating system, black soot on fuel fired systems, you feel better when away from home, symptoms appear or seem worse when using fuel-burning equipment
- Droppings, small openings, evidence of nesting, smells and sounds, tracks
Funding Opportunities
The following is a brief description of each program.
Lead Hazard Reduction Grant: The goal for the LHR grant is to identify and remediate lead-based paint in approximately 131 target housing units where children less than six years of age are at greatest risk of lead-poisoning (pre-1960 and especially pre-1940 construction). In combination with lead hazard control, other healthy homes hazards will be addressed in approximately 60 units
Healthy Homes Production Grant: The HHP funding will be used to address health and safety of approximately 126 units throughout the State of Indiana with priority given to privately owned, low-income rental and/or owner- occupied housing, especially in units and/or buildings where families with children, older adults sixty-two (62) years and older, or families with persons with disabilities reside in the State of Indiana.. A healthy homes assessment and radon test will be conducted for each unit. A lead inspection/risk assessment will be conducted for pre-1978 units where a child under the age of six resides.

Lead Health Services Initiative: The Indiana State Department of Health has $2,250,000 through the Children’s Health Initiative Program to perform lead inspections, risk assessments, lead hazard control activities, and clearance testing for 64 units in designated "high need" areas within Indiana. A full lead inspection and risk assessment must be conducted for each unit. All Lead hazard control abatement activities must be performed by a licensed lead abatement contractor.
Contractor Training Reimbursement Policy
The LHRD program was developed to identify and control lead-based paint hazards in eligible rental or owner-occupied housing. The purpose of this Indiana Housing and Community Development Authority Lead Hazard Reduction Demonstration (LHRD) Grant Contractor Training Reimbursement Policy is to increase the number of licensed lead abatement professionals throughout the State that can perform lead abatement activities and participate in its LHRD program and other lead abatement programs. IHCDA will reimburse eligible firms or organizations for eligible training costs related to lead abatement courses that their employee(s) register for, complete, pass (from an approved Indiana State Health Department (ISDH) accredited training facility) and receive a license.
