The Consolidated Plan for the State of Indiana

The U.S. Department of Housing and Urban Development (HUD) requires states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding. The Consolidated Plan combines into a single document the planning and application requirements for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for People with AIDS (HOPWA) funding.

The purpose of the Consolidated Plan is:

  • To identify the state's housing and community development needs, priorities, goals, and strategies.
  • To stipulate how funds will be allocated to housing and community development organizations and local governments.

There are three agencies responsible for the State Consolidated Plan - Indiana Housing and Community Development Authority, Indiana Department of Commerce, and Family and Social Services Administration.

CDBG Disaster Recovery Action Plan

In July 2008, Congress appropriated supplemental funding to Indiana for emergency disaster assistance in states affected by severe storms and flooding in 2008. As the Office of Community and Rural Affairs (OCRA) serves as the lead agency for public infrastructure restoration and economic revitalization, IHCDA is the lead agency in distributing these funds for housing disaster recovery activities. The funds can be used by the state for long-term recovery efforts for damage caused by any previous natural disaster which received a federal declaration this year (DR-1740, DR-1766 and DR-1795).

OCRA serves as the state's primary liaison to the U.S. Department of Housing and Urban Development (HUD) the source of federal funds for long-term disaster recovery in areas affected by natural disasters in 2008. OCRA works with IHCDA to manage all housing activities. IHCDA works closely with OCRA to ensure compliance with HUD rules, lead the development of a disaster recovery action plan, and report to HUD on all disaster recovery issues impacting affected regions.
CDBG Disaster Recovery is not a program for individuals.
