The Military Emergency Management Specialist (MEMS) Academy is a program established to give State Defense Forces and Civil Authorities the ability to obtain credentialing in the field of Emergency Management. The MEMS Academy Program is supported by the State Guard Association of the United States (SGAUS). The MEMS Academy Program is comprised of three qualification levels: Basic, Senior, and Master. The MEMS Academy Program also has a designation for those who participate in an actual incident response.

The Indiana MEMS Academy is responsible for overseeing the MEMS training and certification of all Indiana Guard Reserve soldiers. The Indiana MEMS Academy is directed by CSM Timothy White, who also serves as the Commandant of the National MEMS Academy for SGAUS. MEMS Qualification Levels

Attainment of each of the three MEMS Qualification Levels requires a combination of education and practical experience.  Most of the courses listed below can be found at the FEMA Emergency Management Institute.  Other course sites include the TEEX WMD Hazardous Materials Training, the NCBRT eLearning Center, and the National Fire Academy Online.  However, some courses must be instructor-led.  The Indiana MEMS Academy offers those courses, and others, at regular intervals so that IGR soldiers have every opportunity to get, and stay, qualified.

Master MEMS (Trainer Track) Qualification Requirements:

  • All of the above Master (Non-Trainer Track) requirements
  • Train-the-Trainer certification in one of the following:
    1. L449 Incident Command System (ICS) Curricula Train-the-Trainer (TTT)
    2. AWR-160 WMD/Terrorism Awareness for Emergency Responders
    3. Community Emergency Response Team (CERT) Training
    4. Incident Command Anti-Terrorism
  • Instruct at least 40 hours of Classroom Training
