SEA 5 under Indiana Code § 5‑35.7‑4 mandates that any contract valued at $500,000 or more must include clearly defined success metrics and Key Performance Indicators (KPI) in its scope of work. These KPIs must be measurable and objective—like service levels, quality thresholds, delivery timelines, or performance targets—to ensure vendor accountability and contract effectiveness.
Agencies remain responsible for integrating and monitoring these metrics with recommended category‑specific KPIs to streamline statewide implementation.
