Annual Manifest Report and Biennial Hazardous Waste Reporting

Report Description

The Annual Hazardous Waste Manifest report document the types and amounts of RCRA hazardous wastes that are generated, shipped off-site, treated on site and/or received from off-site. Annual and Biennial reports are exactly the same.

Some states, including Indiana, require generators to report every year (annually). Some states require reports every other year (biennially). Indiana uses the Annual Report module for annual reports in RCRAinfo (software that ALL states use). Indiana uses the Biennial report module in RCRAinfo for biennial reports. Both of these reports have the exact same structure but are named differently pursuant to state requirements for annual reporting.

Date Due:

  • Reports must be entered into RCRAinfo by March 1.
  • Extensions until March 30 may be granted. Send your request, via email, to IDEM's myRCRAid inbox and specify the reason for the request. Extension requests on or after March 1 will not be considered.

2021 Annual Reports (2020 Activity):

Annual reports must be submitted electronically via the Annual Report module in RCRAinfo. IDEM requires both Large and Small Quantity Generators to use the Form GM for reporting in odd and even numbered reporting years.

U.S. EPA has produced a free online training resource (Learning Zen) with instructions on how to register as an industry user and how to complete annual reporting. The module for reporting training is named “Biennial Reports” in Learning Zen. Biennial reporting and annual reporting is exactly the same. We strongly recommend this training.

IDEM has provided step-by-step instructions for filling out forms. We strongly suggest you open or print these files when using RCRAinfo, especially the first time. You must register as an industry user in myRCRAid before completing an initial notification or updating an existing U.S. EPA ID number.

Who Must File and Which Report Must be Submitted

Small Quantity Generators Annual Manifest Report

  • Any facility that was a Small Quantity Generator (SQG) at least one month of the year,but was not a Large Quantity Generator any month during the year, must submit an Annual Manifest report using the Annual Report application in RCRAinfo.
  • Very Small Quantity Generators (VSQG) that for any one calendar month generate more than 220 pounds or accumulate on-site at any time more than 2,200 pounds of hazardous waste will also be required to complete and submit an Annual Manifest report using the Annual Report application in RCRAinfo.

Large Quantity Generators Annual Manifest Report

  • Any facility that was a Large Quantity Generator (LQG) at least one month of the year must submit a Hazardous Waste Annual report using the Annual Report application in RCRAinfo.

Treatment, Storage, Disposal Facilities Annual Manifest Report

Any facility that was a permitted Treatment, Storage, or Disposal facility (TSD) during the report year must submit a Hazardous Waste Annual Report using the Annual Report application in RCRAinfo. Facilities that are undergoing closure, but have not yet received final approval from IDEM must continue to report. If no waste was received during the year and the facility is not operating as a generator of any type, a new submission in the myRCRAid module in RCRAinfo should be entered in instead of an Annual report.

If Your Facility is not an LQG, SQG, OR TSD

  • If your facility was not an LQG, SQG, or TSD facility in any month of the year no report is required.
  • However, if you received a reporting reminder in December you MUST register and complete a subsequent notification in myRCRAid to update your generator status appropriately. This is necessary so that we can document that you were not an LQG or SQG during the report year and do not owe a report. Even if the business is no longer active the entire report is still required if the facility acted as an SQG or LQG in any one month during the report year.

Handler Identification Form

IDEM no longer uses the Hazardous Waste Handle Identification Form (State Form 55770). All site information updates must be made via myRCRAid
