Solid waste is any garbage, refuse, sludge, or other discarded material, including solid, liquid, semisolid, or contained gaseous material resulting from industrial, commercial, mining, or agricultural operations or from community activities. See IC 13-11-2-205 for a more detailed definition.
The term solid waste is commonly used to refer to solid waste that is not hazardous. According to the definition above, hazardous waste is solid waste. However, hazardous waste is excluded from the solid waste rules at 329 IAC 10, 11 and 12.
Non-Hazardous Solid Waste Issues
Solid waste facilities in Indiana fall into two broad categories: land disposal facilities and processing facilities. Solid waste managed at those facilities can be classified as either municipal solid waste, construction-demolition waste, special waste, or other wastes. IDEM's Office of Land Quality (OLQ) regulates these facilities and waste types in Indiana. Waste Reuse and Recycling efforts are mostly under the authority of IDEM's Office of Pollution Prevention & Technical Assistance (OPPTA). OPPTA and OLQ work together at the state-wide level to further Indiana solid waste disposal reduction goals. IDEM also supports the solid waste management districts in their local-level reuse and recycling efforts.
Nation-wide waste management efforts and some standards are coordinated by the United State Environmental Agency's (U.S. EPA) Office of Solid Waste and Emergency Response. IDEM works together with U.S. EPA Region 5to address Indiana's solid waste management problems. The U.S. EPA publishes an annual report to provide an historical perspective and establish trends in materials and waste management in the U.S., including MSW.
