James Betley serves as the Executive Director for the Indiana Charter School Board. Prior to joining the ICSB, Mr. Betley served as the Deputy Director of Education Policy for Governor Mike Pence and Technical Advisor to the State Board of Education and as the General Counsel and Director of Policy for the Indiana State Board of Education. Prior to joining state government, he spent almost six years as an attorney at Ice Miller, LLP in Indianapolis where he focused on tax-exempt and governmental clients including school corporations, colleges and universities, and charter organizers, authorizers, and management companies. He received his B.A. in English from Northwestern University and his J.D. from the University of Michigan.
Director of Accountability & Applications
Bridgett Abston serves as the Director of Accountability and Applications for the Indiana Charter School Board. Prior to joining the ICSB, Mrs. Abston served as the Assessment Program Manager with the Indiana Department of Education. Preceding her service to state government, she spent seventeen years at MSD Lawrence Township in Indianapolis. While at MSD Lawrence, seven of those years were as the Data and Assessment Coordinator for the district. As the coordinator, Mrs. Abston worked with corporation and school administration, teachers and committees with data analysis, assessment implementation and SIS integration. She also served as the Corporation Test Coordinator. Mrs. Abston also worked at Butler University in the Center for Academic Technology and MSD Washington Township as the Student Management System Specialist. She received her B.S. from Butler University and is pursuing her M.S. in Management and Leadership.
Assistant Director of Applications & External Relations
Amy Osborne serves as the Assistant Director of Applications and External Relations for the Indiana Charter School Board. Prior to joining the ICSB, Mrs. Osborne worked as the Deputy Communications Director for Indiana Secretary of State Connie Lawson and as the Teacher Incentive Fund director and policy analyst at the Indiana Department of Education. During her time at the IDOE, Mrs. Osborne acted as the project manager for several grant programs and worked directly with school administrators and teachers to implement teacher quality initiatives. Mrs. Osborne has also worked as a legal analyst for the Indiana Public Access Counselor’s office. Amy received her B.A. in Political Science from Franklin College and is currently pursuing her J.D. at Robert H. McKinney School of Law in Indianapolis.
