Licensing Home

The Indiana Horse Racing Commission has licensing offices at Horseshoe Indianapolis (Shelbyville, IN) and Hoosier Park (Anderson, IN).  These offices are staffed year round, but public office hours vary by season.

You may apply for or renew your license online!   If you have been licensed in Indiana in past years, PLEASE have your license number available.  If you don’t know your number, please contact one of the licensing offices to find it.   Once your account is set and verified, simply follow the steps for applying online.  At the end of the online process you will have the option to pay at that time or pay later.  By clicking “submit”, your information will be forwarded to the licensing office, however, license review and processing will only begin once payment has been made. Once the review process has been completed and your license has been issued, we will e-mail you a receipt (if no photo is on file) or we will mail you a receipt and an ID badge utilizing the photo already on file for you.

If you prefer, paper applications are available here or by calling our office to request one be mailed to you. Once you have completed the correct application, office staff will review it to assure that it is complete and ready for review by commission officials.

Indiana requires every licensee be fingerprinted.  During a review of your application, officials will determine your fingerprint status and contact you if you need to submit fingerprints.   Upon payment (licensing offices accept cash, money orders or major credit cards) of your application, it will be submitted for review and approval.  Once your license has been approved and issued, you’re eligible to have a photo taken and a photo ID badge will be created.  You may use this badge to access the backside of the racetrack you are racing at.

Please note: The Indiana Horse Racing Commission does NOT offer temporary licenses.  

Keep in mind you may enter a horse prior to being licensed; however, an application (using either the online or paper process) must be submitted and approved prior to first post of the day your horse is racing.   If your application does not include payment or is incomplete, your application will be put on hold until the necessary information is received. To ensure this doesn’t happen, please be sure to review all sections of the application prior to submission.

Standardbred Qualifying Races: Please note that track rules require all Drivers and Trainers be licensed prior to qualifying your horse.  Contact the licensing office to make arrangements to apply prior to your qualifying race if you will not be at the track before your qualifying race.  Once the race meet begins, the licensing office will not be open prior to qualifying races.  Please reference our public office hours for assistance.
