Welcome to the Civil Money Penalty (CMP) Project Center
The Nursing Home Civil Money Penalty (CMP) Project Center at the Indiana Department of Health (IDOH) is intended to provide information about the CMP fund and provide resources to CMP-funded projects.
The CMP fund was created in 1996 by the Centers for Medicare & Medicaid Services (CMS) as a means of supporting healthcare quality improvements in long-term care. Indiana’s CMP fund is authorized under Indiana Code (IC) 16-28-12 (1993) and is a dedicated fund administered by IDOH. The CMP fund contributes to IDOH's mission of improving healthcare quality for Hoosiers.
In its role as the state survey agency for CMS, IDOH conducts periodic federal certification surveys of nursing homes. Nursing homes that are not in compliance with federal regulations may be assessed a CMP by CMS. A portion of the penalty is returned to the state to promote improved health and safety of nursing home residents in certified facilities.
Use of Civil Money Penalty Funds
All CMP-funded projects must demonstrate a clear and direct benefit to nursing home residents and must not duplicate services already funded through Medicare, Medicaid, or other existing funding sources.
CMP funds may be used for (but not limited to) the following types of projects:
- Resident protection and relocation assistance. Support for residents when facilities close, are decertified, or downsize, including time-limited expenses for relocating residents to home/community-based settings or alternative facilities pursuant to agreements with state Medicaid agencies.
- Consumer engagement initiatives. Programs that engage residents, families, and consumers to improve the quality of care in facilities.
- Facility improvement and training. Technical assistance and training programs to implement quality assurance and performance improvement initiatives.
- Mental and behavioral health. Projects that focus on delivering evidence-based behavioral health services tailored to nursing home residents’ unique needs.
- Workforce enhancement. Projects that strengthen the nursing home workforce through improved competency, education, and training, culture change, and professional development for frontline nursing home staff, including registered nurses (RNs), certified nursing assistants (CNAs), and licensed practical nurses (LPNs).

Eligibility
Nursing facilities are encouraged to apply, although a range of organizations may also be eligible, including:

Organizations that are not nursing facilities—and organizations located outside Indiana—must partner with specific Indiana nursing facilities. Applicants must submit letters of support confirming that participating facilities have agreed to collaborate on the proposed project.
Applicant Requirements
Applicants must:
- Be qualified and capable of carrying out the proposed project
- Not have a conflict of interest with any entity that will benefit from the project
- Not receive other federal or state funding for the same project
- Not be paid by a federal or state source to perform the same function as the proposed project
- Funds cannot be used to supplement or expand an existing appropriation or statutory purpose that is substantially the same as the proposed use/project.
Application Periods
IDOH accepts CMP applications on the annual schedule below:
- March 1 to April 30
- July 1 to August 31
- November 1 to December 31
Applications submitted during these periods will be reviewed after the application window closes. IDOH responds to all applications within 30 days of the end of each application period.

- Email both documents to INCMP@health.IN.gov during an application period
