Provider FAQs and Program Updates
On My Way Pre-K is Indiana’s state-funded program providing high-quality Pre-K to eligible 4-year-olds. For the 2025–2026 school year, several important updates have been made based on legislative and funding changes. These updates are designed to sustain the program, prioritize access for families with the greatest need, and maintain quality across Indiana’s early learning system.
This FAQ outlines what’s changed, what providers need to know, and how to support families during this transition. Additional tools and resources are available on the OMWPK webpage to support your communication and planning.

- What are the key changes to the OMWPK program for 2025–2026?
Enrollment cap: Limited to 2,500 children statewide, with a portion reserved for limited eligibility families.
Voucher cap: Each child can receive up to $6,800 in funding for the OMWPK year.
Weekly provider rate: Set at $147.82/week for all participating providers. (This equates to the above $6,800 limit allowing $147.82 for 46 weeks). Families will be responsible for any overages between the provider charges and this reimbursement rate.
Eligibility threshold: Household income must be at or below 140% of the federal poverty level.
Job Search: Job search is no longer a qualifying activity for OMWPK eligibility. To qualify, a parent or guardian must be working, in school, or attending job training.
Voucher coverage: Only the Pre-K child is covered (not siblings).
Start date: Vouchers begin with the Pre-K program start date (no earlier than late July/early August).
Wraparound care: The Pre-K child can still use CCDF for before/after care and break care.
- What are the updated eligibility requirements for families?
Household income must be at or below 140% of the Federal Poverty Level.
Household income must be at 185% or below to qualify for OMW PK Limited Edibility.
A parent or guardian must be working, in school, or in job training. Job search is no longer a qualifying activity.
Only the Pre-K child is eligible for a voucher - siblings are no longer included under the same case.
- When do vouchers begin?
Vouchers begin when the child’s Pre-K program starts, which is typically in late July or early August.
- Will these changes affect provider participation?
While program updates may require some providers to reassess their participation, the vast majority of OMWPK providers are expected to continue offering the program. OECOSL remains committed to supporting providers during this transition and ensuring families have access to a strong network of high-quality early learning options. - How are families being notified about these changes?
Families who submitted an application are receiving direct communication from their local Eligibility Offices. OECOSL has also updated the OMWPK webpage and provided materials to community partners to help inform families. Providers are encouraged to share resources like FAQs and flyers with families to ensure consistent, trusted messaging across the board.
- Are there resources I can use to help communicate these updates to families?
Yes. Resources including FAQs and a flyer are available to help you talk with families about the 2025–2026 program changes. You can find these materials on the OMWPK webpage, and they are also being shared through provider emails and webinars.
- What should I do if families ask whether they’re still eligible?
Eligibility Offices are reviewing and processing applications. Families who have already applied will be contacted by their local Eligibility Office with next steps. Encourage families to respond promptly when they are contacted. You can also direct them to the OMWPK webpage for more information.
- How should I guide families who are already enrolled in my program?
If a family has enrolled in your program and submitted an OMWPK application, remind them to stay in touch with their Eligibility Office. You may also want to notify your local Eligibility Office that a family has chosen your site so they can match records and process the voucher correctly.
- Are there any changes to child assessments this year?
Yes. Providers will use the Indiana Student Performance Readiness and Observation of Understanding Tool (ISPROUT) to assess Pre-K children enrolled in OMWPK. Learn more here.
