Tony Waterson - Executive Director

Tony Waterson is the Executive Director of Southern Indiana Works and WorkOne Southern Indiana. Tony is a graduate of Hanover College and has over a decade of experience in Workforce Development. Recently, Tony served as the Director of Workforce Development for Thomas P. Miller and Associates. Prior to that, he served as the Program Manager for Jobworks and WorkOne Southern Indiana. Tony has led a team of consultants that have assisted Talent Ecosystem partners in states, regions, and local areas to analyze, strategize, and implement various solutions to workforce challenges. He is a subject matter expert in the Workforce Innovation and Opportunity Act (WIOA) and the Talent Development Ecosystem. Tony has led and managed numerous projects around the United States including Colorado, Florida, Illinois, Michigan, and more.

Jacqueline James - Operations Manager

Jacqueline James is Director of Operations and Administrative Services for Southern Indiana Works and WorkOne Southern Indiana. Jackie has a Bachelor’s Degree in Business Management from Indiana University Southeast and is a graduate of the American Banking Institute National Compliance School, Norman Oklahoma. Jackie has over 19 years of experience in Workforce Development Services that encompasses fiscal program management and development. Jackie previously served as Assistant Vice President of Compliance Management and Community Development for PNC Bank’s Indiana/Kentucky Markets.

Victor Oberhausen - Regional Director

Victor Oberhausen is the Regional Program Director for WorkOne Southern Indiana. Vic has a Master's Degree in Human Resources from Webster University and a Bachelor's in Pyschology from Indiana University-Southeast. Vic has over 20 years of experience in Human Resources. Before coming to WorkOne, Vic was the Human Resource Manager for Riverton Trucking. He also served as the General Manager for Riverton Trucking prior to changing career paths. A lifelong resident of New Albany, Vic attended New Albany High School where he played baseball and basketball. Today, Vic is the proud father of a daughter and a son. He enjoys spending time with his young grandson, exploring historical places, reading, riding his motorcycle, golfing, and doing yardwork.

Anita McNallin - Data Management/Monitoring Coordinator

Anita McNallin is Data Management/Monitoring Coordinator for Southern Indiana Works and WorkOne Southern Indiana. Anita has over 35 years of experience in Workforce Development, primarily in the areas of data management, federal and state compliance oversight, and performance management. Anita is a founding member and served as chairperson for over 10 years of the Indiana Management Information Systems (MIS) Forum which provides networking and peer support for regional MIS professionals in Workforce Development and acts as liaison with the Indiana Department of Workforce Development and Workforce regions in the areas of data collection and performance management. Anita has an Associate’s degree in Business Management from the former Lockyear Business College and has held numerous technical certifications in Information Technology.

Carrie Baylor - Community Engagement Manager

Carrie Baylor oversees outreach, communication, and branding for Southern Indiana Works (SIW) and WorkOne Southern Indiana.  She also leads the efforts of the SIW Business Service Team and coordinates special grants/projects. Prior to working for SIW, Carrie worked as a Recruitment Consultant and Special Events Manager at Job Post Media where she specialized in recruitment advertising, employer branding, and regional job fair management. Carrie also served as an Account Executive for Salem Radio Group of Louisville where she was honored to be a member of the President's Club, leading to a promotion to Marketing & Promotions Manager. In this role, Carrie worked directly with faith-based and community service organizations creating custom events and sponsorship packages, marketing promotions, and leading onsite event management teams.

Andy Terrell - One Stop Coordinator

Andy Terrell, the One Stop Coordinator with JobWorks and WorkOne Southern Indiana, has over 20 years of social service and workforce development experience. Before coming to WorkOne Southern Indiana, Andy was a Business Services Consultant for ResCare Workforce Services in Louisville and has also worked with youth through JobWorks and the state of Indiana’s Division of Family Resources among other agencies. A graduate of Indiana University-Southeast, Andy brings a wealth of experience in relationship building and various other experience to the One Stop Coordinator position.
