Readiness: Training Identification & Preparedness Planning (RTIPP)

The Readiness: Training Identification and Preparedness Planning (RTIPP) course seeks to identify capability gaps through evaluation of individual counties. Tools used to evaluate core capabilities in each jurisdiction include a Hazard Identification and Risk Assessment, Core Capabilities Assessment, After Action Reports, and UASI Strategies. Once capability gaps have been identified, RTIPP course instructors will assist in developing a multi-year training plan to address capability gaps. This will be combined with a Training and Exercise Planning Workshop to ensure statewide coordination and focused efforts to increase capabilities in the State of Indiana.

RTIPP Process Overview

The first step in the process will be to attend a pre-meeting. The purpose of the pre-meeting is to provide information on the RTIPP course and the process used in the State of Indiana to prepare for the course. These meetings will be conducted during the months of May and June 2015. It is also important to identify other public safety and emergency management agencies to assist with completing this process. Attached is a list of potential stakeholders to engage.

In between the pre-meeting and RTIPP course, jurisdictions are asked to conduct a Hazard Identification and Risk Assessment (HIRA) and Core Capabilities Assessment. These assessments should be completed in cooperation with other public safety agencies in each jurisdiction. Instructions on how to complete each assessment are included below. Once complete, results from the Core Capabilities Assessment should be uploaded to WebEOC by county EMAs.

The RTIPP course will be facilitated by Texas A&M Engineering Extension Service (TEEX) and will be conducted in each district beginning in the month of July. During the course, instructors will assist with developing a multi-year training plan. Additionally, IDHS will deliver a Training and Exercise Planning Workshop to link exercise efforts to the developed training plan.
