Application & Instructions for Judicial Vacancy

Application materials are due electronically and in hard copy by 12:00pm (noon Eastern) on Friday, April 9, 2021. Letters of recommendation must be received by Friday, April 30, 2021.

The application for the Fall 2021 Second District vacancy on the Court of Appeals of Indiana includes two parts plus supplemental materials. Both parts must be completed with the appropriate documentation and submitted through the Indiana Courts Portal. In addition, 5 complete hard-copy applications must be submitted to the Nominating Commission’s Office.

Upon the Commission’s receipt of both the electronic and the 5 hard-copy applications, the candidate’s name will be made public. I.C. § 33-27-3-2(d). After the Commission has evaluated each application and determines whether to interview all or some of the applicants, the applications of the candidates to be interviewed become public records and may be posted on the Indiana Supreme Court’s website. I.C. § 33-27-3-2(d)(1).


Eligibility

To be eligible for nomination to the Court of Appeals of Indiana, Second District, by the Governor, an applicant must be a U.S. citizen, domiciled in the Second District (Adams, Blackford, Carroll, Cass, Clinton, Delaware, Grant, Hamilton, Howard, Huntington, Jay, Madison, Marion, Miami, Tippecanoe, Tipton, Wabash, Wells, and White counties), and have been a member of the Indiana Bar for at least ten years or served as a judge of an Indiana Circuit, Superior, or Criminal Court for at least five years. Ind. Const., Art. 7 §10.

The application consists of the following:

  1. Part One, Sections 1 – 11 (MS Word)
  2. Part Two, Sections 1 – 3 (MS Word)
  3. Educational Transcripts
  4. Writing Samples
  5. Statement of Economic Interests (PDF)
  6. Photograph
  7. State Police Release Form (hard copy only)
  8. Letters of Recommendation (submitted separately)

The application and photo are public records and may be displayed on the Indiana Supreme Court’s website or provided upon request.

Directions for Electronic Copy

The application is designed for you to complete Parts One and Two in Microsoft Word. Reproduce the sections of Parts One and Two (including the Waiver and Statement of Consent) verbatim, setting out each question and category with your answers. All application materials must be saved in Portable Document Format (PDF), except the photograph, which must be in JPG format.

Candidates should submit materials electronically through the Indiana Courts Portal. Please sign into the portal well in advance of submitting your application in case you need assistance with your login or password. Do not wait until the final submission day to sign into the portal. The electronic copy of the application should be submitted through the Indiana Courts Portal by 12:00pm (Eastern) on April 9, 2021.

Directions for uploading application

Sign into the Indiana Courts Portal, and from the dashboard, in the section labeled "My Tools & Settings" click "Upload a document." Files must not exceed 15mb in size.

1 - Application Part One
  • The application requires a signature. Once Part One is complete and signed, prepare a PDF version.
  • From the Secure Document Uploader, select the document type "Appeals JNC Feb 2021 - Application Part 1"
2 - Application Part Two
  • The Waiver and Statement of Consent requires a signature. Once Part Two is complete and signed, prepare a PDF version.

3 - Educational Transcripts
  • Combine transcripts into a single PDF document. If the file exceeds 15mb, try compressing it or splitting into multiple parts.

4 - Writing Samples

5 - Statement of Economic Interests
  • The Statement of Economic Interests may require additional pages. Combine the completed form and additional pages into a single PDF file.

6 - Current Photograph
  • Candidates should submit a professional digital photograph.
  • Make sure your photograph has a resolution of at least 300dpi and is saved in JPG format.

Directions for Hard Copies

The deadline for the 5 completed hard-copy applications is 12:00pm (Eastern) on April 9, 2021. Applications must be received by the Commission’s Office at 251 N. Illinois Street, Suite 1600, Indianapolis, Indiana 46204. Please retain proof of delivery.

  • Candidates must retain a complete application for their own records.
  • Candidates must provide the Nominating Commission with 5 hard-copy applications (the original and 4 copies).
  • Unless otherwise noted, all 5 hard-copy applications must be complete with all exhibits, transcripts, writing samples, and photographs.
  • The hard-copy applications must be supplied in a three-ring binder. (Coil, comb, book, strip, etc. binding is not allowed.)
  • An Indiana State Police release form on green paper must be included with the original application. It should not be included with the 4 copies. The release form requires the applicant’s social security number and that will remain confidential. Contact the Nominating Commission Office at adrienne.meiring@courts.in.gov.
  • Include a certified transcript from each school listed in Part One, Sections 2 and 3 with the original application.
  • Include copies of each transcript with the other 4 application copies. If your social security number is on your transcripts, you must redact it before copying.
  • Include copies of 4 selected writing materials from Part One, Section 6.
  • Candidates must include a recent color photograph with each application copy.

Letters of Recommendation

The Nominating Commission will consider on behalf of each applicant a reasonable number of letters of recommendation. Letters must be received by April 30, 2021.

  • Letters of recommendation may be sent to the Nominating Commission’s Office via email at jncvacancy@courts.in.gov and will be forwarded to each Commission member. (Judges and other judicial officers are not prohibited under the Code of Judicial Conduct from writing on behalf of candidates on the basis of personal knowledge of the candidates’ qualifications.)
  • Letters sent to individual Commission members will be distributed to all other members.
  • Please note that a complete copy of all letters of recommendation received on a candidate’s behalf will be provided to the candidate prior to the final interviews.

Interviews

The Nominating Commission will conduct public interviews in Indianapolis on a date to be determined in the future. The Commission may conduct two rounds of public interviews. Upon the conclusion of interviews, the Nominating Commission will deliberate in executive session, then vote in a public session to nominate to the Governor the three most highly qualified candidates. I.C. § 33-27-3-2. Candidates must be available on the interview dates, including evening hours.
