The Monroe County Stormwater Program manages stormwater runoff within unincorporated Monroe County to minimize pollution and reduce flooding hazards. Monroe County is permitted as a Municipal Separate Storm Sewer System (MS4) to discharge collected stormwater to streams and waterways. The Clean Water Act and the Indiana MS4 General Permit provide the legal basis for the management of stormwater flowing through public and private infrastructure.
Within the Indiana MS4 General Permit, six Minimum Control Measures (MCMs) have been established to define actions, activities and goals for MS4 communities:
- Public education and outreach
- Public participation and involvement
- Illicit discharge detection and elimination
- Construction site stormwater runoff control
- Post-construction stormwater runoff control
- Municipal operations pollution prevention and good housekeeping
Monroe County Stormwater Program Services
- Identify and address illicit discharges to the storm sewer system and area lakes and streams
- Infrastructure improvements in the public right-of-way to reduce flooding and drainage issues
- Plan reviews to ensure runoff is properly captured at new development sites
- Construction site inspections for compliance with required pollution prevention measures
- Public education and outreach to help our community understand water quality issues
The Stormwater Management Ordinance was updated on September 25, 2025, to reflect limitations imposed by the state on local authority to require permits for land disturbances that do not meet the threshold for CSGP coverage. See our permitting page for more information. Detention and water quality treatment requirements remain.
