Role Overview:
Full-Time County Administrator
Harrison County Clerk's Office is looking for a full-time County Administrator. Incumbent serves as County Administrator for Harrison County, responsible for coordinating County Commissioner and County Council meetings, serving as liaison between departments, elected officials, Commissioners, and Council, developing and coordinating personnel policies and procedures, and performing various administrative functions.

Requirements for Success:
DUTIES:
Coordinates County Commissioner and County Council meetings, including preparing, developing, and distributing agendas for meetings and attending meetings as needed. Answers telephone and greets visitors, providing information and assistance, taking messages, or directing to the appropriate department or individual.
Serves as liaison between County departments, elected officials, commissioners, council, maintenance contractors, vendors, attorneys, and the public, relaying messages, coordinating activities/projects, and assisting in resolving problems.
Coordinates and manages various County projects and contracts. Serves as project manager for building projects and remodels. Receives and reviews bids and contracts on behalf of County Commissioners.
Oversees various projects and committees, including providing recommendations, documentation, research, and reporting progress to Commissioners and other parties as requested.
Attends all County Commissioner and County Council meetings at the direction of the Commissioners and report on findings or actions.
Assists Human Resources, Auditor’s Office and other offices where needed on comprehensive safety and risk management programs for the county, including keeping the County insurance provider updated on such matters.
Advisory Board Coordination. Assist commissioners and council in the maintenance and political balance requirements for advisory boards as required by each organization.
Develops and maintains the Commissioners meeting schedule, the Council meeting schedule, and the Holiday schedule.
Manages all travel and conference arrangements, including hotels and registrations.
Maintains a variety of files and records (computerized and manual), updating files and databases and generating computer reports as necessary for effective operations.
Manages the processing of insurance claims for all liability claims and other classes of insurance and any issues impacting county government (I.E. fire, lightning strike water leak, malware attack, etc.) Serves as the liaison with the insurance company for personal and vehicle accidents.
Serves as Notary for County Executives (All associated cost to be paid by the County)
Completes documents and titling for Bureau of Motor Vehicles of county vehicle license plates and registration.
Receives and responds to inquiries related to the Board of Commissioners, County Council, and Harrison County Government, including pending problems, citizens complaints, investigating complaints and directing citizens, government officials, vendors, and County employees to appropriate department or agency.
Develops and coordinates County personnel policies and procedures for adoption by Board of Commissioners. Oversees compliance with state and federal employee/employer regulations, including Equal Employment Opportunity (EEO)/Affirmative Action (AA), Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA), and Department of Labor (DOL).
Oversees ADA compliance administration, including coordinating and monitoring ADA compliance activities for the County, receiving quotes, and scheduling accessibility compliance obligations or corrective actions as needed.
Represents County Commissioners at a wide variety of community meetings to report on County operations. Prepares activity reports for Commissioners and Council and presents reports during public meetings.
Performs various administrative duties such as drafting, writing, copying, and editing correspondence, documents, and reports, creating identification cards and building access, room scheduling and calendar maintenance, personnel and department directory, facility use requests.
Assists Commissioners, County Council, and department heads in preparing annual budget.
Assists elected officials and department heads in the preparation and coordination of federal, state, and private grant applications and pursues submission of grant applications.
Oversees and participates in complex grant projects, performing necessary technical or administrative tasks in support of assigned grants and special projects.
Performs related duties as assigned.
JOB REQUIREMENTS:
Must be at least 21 years of age.
Baccalaureate degree in public management, business administration, human resources, or equivalent education and experience in a related field at the discretion of the Board of Commissioners. Minimum of five (5) years related experience preferred.
Ability to meet all department hiring requirements, including passage of a drug test.
Knowledge of and ability to use office software such as Word, Excel, etc.
Knowledge of the fiscal, legislative, and executive functions of the County Commissioners, and ability to make practical application of specified rule and regulations in performing interrelated tasks.
Working knowledge of basic bookkeeping principles and ability to perform simple arithmetic calculations to maintain accurate records, and prepare detailed reports.
Thorough knowledge of and ability to make practical application of accepted administrative and personnel principles and practices and local, state, and federal personnel regulations and requirements, including EEO/AA, ADA, FLSA, and DOL.
Working knowledge of purpose and function of all County departments, and principles and practices of salary administration and budgeting in public sector.
Working knowledge of standard English grammar, spelling, and punctuation and ability to type and complete Department reports within established deadlines.
Working knowledge of budgeting principles and contract negotiations.
Ability to deal with complex and conflicting issues and ability to research applicable laws and regulations for complaints.
Ability to write and edit reports, policies, contracts and news releases, and prepare and give public presentations.
Ability to effectively communicate orally and in writing with co-workers, other County departments, Commissioners, County Council, vendors, contractors, taxpayers, representatives from local, state and federal agencies, attorneys, the media, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to compute and calculate salary/wage increases and prepare detailed reports.
Ability to operate standard office equipment, including computer, printer, calculator, fax machine, copier, and telephone.
Ability to provide public access to, or maintain confidentiality of, department information and records according to state requirements.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Shall comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time, work rapidly for long periods, often under time pressure.
Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.
Ability to compile, classify, and analyze data and develop concepts or interpretations based on data analysis.
Ability to regularly work extended hours, occasionally work weekends and evenings, travel out of town for conferences/meetings, sometimes overnight, and respond to emergencies on a 24 hour basis.
Possession of a valid Indiana driver’s license and demonstrated safe driving record.
DIFFICULTY OF WORK:
Incumbent performs duties which are broad in scope involving many variables and considerations. Incumbent operates within well-established government regulations and County policies, exercising independent judgment in interpreting and relating guidelines to specific situations.
RESPONSIBILITY:
Incumbent makes a major contribution to County operations in developing and administering personnel policies and procedures, ensuring compliance with state and federal regulations and guidelines, and assisting Commissioners and Council with statutory duties. Incumbent’s work is reviewed for compliance with legal requirements, and attainment of objectives. Unusual circumstances or developments are discussed with supervisors.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains a working relationship with co-workers, other County departments, Commissioners, Council, vendors, contractors, taxpayers, representatives from local, state and federal agencies, attorneys, the media, and the public for a variety of purposes, including exchanging information, explaining and interpreting policies and procedures, and providing advice/guidance.
Incumbent reports directly to the Board of Commissioners.
PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, involving sitting for long periods, sitting and walking at will, keyboarding, close and far vision, hearing communication, speaking clearly, reaching, bending, crouching/kneeling, lifting/carrying objects weighing under 25 pounds, and handling/grasping/fingering objects.
Incumbent regularly works extended hours, occasionally works weekends and evenings, travels out of town for conferences/meetings, sometimes overnight, and responds to emergencies on a 24 hour basis.
OTHER:
The County Administrator position is an appointive position of the Board of Commissioners. Specific job duties and job requirements are established at the discretion of the Board of Commissioners in accordance with applicable Indiana Statutes. A person appointed to the County Administrator position serves at the pleasure of the Board of Commissioners and may be terminated by the Board of Commissioners at any time.
