Administrative Law Judges
Steven Sams has practiced law in Indiana for nearly 18 years. He is admitted to practice before all Indiana trial courts, the Indiana Court of Appeals, and the Indiana Supreme Court. He is also admitted to practice at the federal level before the Northern and Southern District Courts and the US Court of Appeals for the Seventh Circuit. He is a member of the Indiana State Bar Association.
Mr. Sams served as Vice President and General Counsel of the Indiana Blood Center in Indianapolis for the first few years of his law practice and then practiced as a solo practitioner and trial lawyer until he commenced employment by the State of Indiana as an Administrative Law Judge.
Prior to his legal career, Mr. Sams was employed for 17 years in various positions in health care management, including Vice President of the Indiana Blood Center, Director of Laboratory Services at Missouri Baptist Medical Center in St. Louis, and Assistant Director of Laboratory Services at Barnes Hospital in St. Louis.
Mr. Sams holds a BS degree in Chemistry from Washington University in St. Louis, a Master’s Degree in Health Administration from Washington University School of Medicine, and a JD degree from Indiana University School of Law in Indianapolis.
Annual salary: $60,000
Joe Hoage was admitted to the Indiana bar in October 2006 and also serves as BMV’s General Counsel. Prior to his time with the BMV, Joe served as General Counsel for the Indiana Department of Natural Resources. He has also served as the State’s Public Access Counselor, worked as an attorney with the Indiana Gaming Commission, and as a deputy prosecutor in Marion County.
Joe earned his law degree from Valparaiso University School of Law in 2006 and his bachelor’s degree from Franklin College in 1997.
