Treasurer's Conservation Assistance Program

State Treasurer Richard Mourdock established the Treasurer's Conservation Assistance Program (T-CAP) to provide assistance to Hoosier farmers who have suffered damages to their farmlands because of recent flooding throughout the state.   

UNTIED STATES DEPART OF AGRICULTURE
      
(USDA Conservation Programs)

Emergency Conservation Program (ECP)
     
 Rehabilitate farmland damaged by natural disasters
     
 Up to 75% of the project paid for by the federal government

Emergency Watershed Program (EWP)
     
 Debris removal from waterways, restoring vegetation, stabilizing river banks
     
 Up to 75% of the project paid for by the federal government

Conservation Reserve Program (CRP)
      
Land retirement, helps decrease erosion and safeguard ground
      
Up to 90% of the project paid for by the federal government

Conservation Reserved Enhanced Program (CREP)
      
Land retirement, helps decrease erosion and safeguard ground
      
Up to 90% of project paid for by the federal government

Environmental Quality Incentives Program (EQIP)
      
Implement structural and management practices for conservation purposes

ADDITIONAL REQUIREMENTS
With a signed copy of a contract, one of the approriate forms listed below (for a USDA approved conservation project) must accompany the T-CAP application sent to State Treasurer's Office.  Some samples shown below:

   a.  Emergency Conservation Program (ECP) Contract = AD-245
   b.  Emergency Watershed Program (EWP) Contract = Project Agreement Number_______* 
   c.  Conservation Reserve Program (CRP) Contract = CRP-1
   d.  Conservation Reserve Enhancement Program (CREP) Contract = CRP1
   e.  Environmental Quality Incentives Program (EQIP) Contract = NRCS-CPA-1202 and CCC-1200

 

Rates:
 Farmer's rate is currently 2.75%
Bankers rate =(Fed fund rate - 1.50% or 150 bps)
Farmers rate = (Bankers rate + 2.25% or 225 bps)
