Thank you for agreeing to join me as part of the Indiana State Plan Team for implementation of the Help America Vote Act of 2002 (HAVA). It is a very exciting time for the elections process in Indiana and throughout the nation. As we discussed, HAVA was passed by Congress and signed by the President in October of last year. The Act addresses several facets of election administration, many of which we have already begun work on through the Bipartisan Task Force on Election Integrity. Also, HAVA would bring about $80 million to Indiana for election reform and administration if Congress fully funds the Act. But we have much work to do in order to secure that federal funding for our elections. As part of our bi-partisan state planning team, you will help finish that work.

At our first meeting on Friday, February 14, 2003 at 1:00pm in Room 233 of the Statehouse, we will introduce members of the team and address other organizational issues, future meeting dates, and agenda items. We will also present you with a packet of documents. The documents will include a copy of the federal legislation, an outline of the legislation, copies of proposed Indiana legislation to make our state compliant with HAVA, and other documents. Additionally, I am enclosing a detailed outline of the law for your immediate review.
