The State Medicaid Reserve account may be used to meet expenditures 
such as incurred but unpaid liability ($173.3 million); personal needs
allowance increase (P.L. 272); traumatic brain injury Medicaid waiver 
(P.L. 74); outstanding reimbursement of the Early Intervention program; 
underfunding of the Medicaid forecast; or other ecpenditures which are 
required of Medicaid as an entitlement program, but which may exceed 
the State Medicaid appropriations.
