NDIANAPOLIS (May 9, 2011) - The Indiana Criminal Justice Institute Board of Directors has acted on Governor Mitch Daniels' recommendation for the appointment of a new executive director of the Institute. The board, which met Friday, unanimously ratified the appointment of Alcohol & Tobacco Commission (ATC) Chairman Mark Massa. The governor has appointed Indiana Excise Police Superintendent Alex Huskey to replace Massa as ATC Chairman.
Massa was the governor's general counsel from 2006 until early 2010 when he resigned to run for Marion County Prosecutor. Prior to that, he was a federal prosecutor for the U.S. Attorney's Office for Southern Indiana for three years, an aide and speechwriter for the late Governor Robert Orr, law clerk for Indiana Supreme Court Chief Justice Randall Shepard, a Marion County deputy prosecutor, and was chief counsel to the Marion County Prosecutor.
Massa earned his bachelor's degree from Indiana University in 1983 and a law degree from the Indiana University School of Law in Indianapolis in 1989.
The institute is the state's planning agency for criminal justice, juvenile justice, traffic safety, and victim services, and administers federal and state funds to carry out long-range strategies.
Alex Huskey, who served as interim ATC chair on two previous occasions, has been the superintendent of the Indiana Excise Police since 2004. Prior to that, he served in the Marion Police Department for 13 years, which included stints as assistant chief of police, DARE program coordinator, and patrol officer. Previous to that, Huskey served in the United States Air Force for 10 years.
Huskey earned bachelor's and master's degrees from Indiana University. He is an ordained minister and is a member of the International Association of Chiefs of Police.
Both Massa's and Huskey's appointments are effective immediately.
