The Indiana Office of Utility Consumer Counselor (OUCC) is inviting public comments as it reviews Edwardsville Water Corporation's request to increase its rates and charges and to issue long-term financing.
The OUCC - the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) - is reviewing the utility's request and has not yet taken a position in this case. Currently, the OUCC is scheduled to complete its review and file testimony with the Commission on Friday, October 29, 2010.
The utility's pending proposal would increase a monthly residential water bill for 5,000 gallons from $34.02 to $38.74. Current base rates for Edwardsville Water Corporation, a not-for-profit utility serving more than 3,800 customers in Floyd and Harrison Counties, were approved in May 2007. The utility is also seeking IURC approval to issue up to $1.58 million in long-term debt. According to its testimony, Edwardsville Water Corporation is seeking the changes to pay for capital improvements including a new 1-million gallon water tank and water main replacements.
An IURC technical evidentiary hearing in this case is currently scheduled for November 22, 2010 in Indianapolis. While evidentiary hearings are open to the public, participation is typically limited to attorney and Commission questioning of technical witnesses that have filed testimony on behalf of the proceeding's formal parties.
All hearing and filing dates are subject to change. A settlement agreement is possible in any legal proceeding; the OUCC attempts to reach a fair settlement for customers in all rate cases.
