Due to inclement weather on February 10th, 2010, the US 27 Pavement Rehabilitation public hearing was postponed. However, this hearing has been rescheduled for Thursday March 4, 2010 begining at 6:00pm in the City Building - Council Chamber, 3rd Floor - (Enter West Doors) at 50 North 5th Street, in Richmond, Indiana.
The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for the proposed US 27 pavement replacement for South "O" Street to North "I" Street in the City of Richmond, Indiana, located in Wayne County. The project limits on US 27 extend from about 0.6 mile north of the south junction of SR 227 to about 0.1 mile north of the north junction of SR 227. The project length is approximately 2 miles. The project exception between North "D" Street and bridge over North 10th Street produces and net project length of 1.8 miles. This road reconstruction project will replace the deteriorating pavement along US 27 within the project limits, replace the substandard concrete curb and gutter, curb ramps and deteriorated sidewalks, upgrade the existing storm sewer system, modernize and existing traffic signals, and update the existing signage. This project will impact several historical districts within the City of Richmond. Potential mitigation measures will include the replacement of trees and replacement of resetting of features such as brick pavers and street markers within these districts.
Construction of this project will require approximately 1.4 acres of new permanent right-of-way. It is anticipated that there will be 5 relocations / displacement of businesses or residents required as a part of this project. During construction, traffic will be maintained by utilizing the existing roadway of US 27 and by shifting traffic to one of the one-way pairs while the other one-way pair is constructed. The one-way pair under construction woul be built in segments to allow local access. Each of the one-way pairs will be converted to two-way traffic during construction. Tentative timetables for right-of-way acquisition and construction will be discussed during the formal presentation. INDOT project officials will be available to in the display area to address questions, comments and concerns. Project maps, displays, and informational material will be available for public review.
