Warrants were issued February 3, 2010 from Delaware County Circuit Court 5 for the arrest of Frank Winconek, age 55, last known address 1915 West 300 North Anderson, Indiana. Five counts of theft, all class "D" felonies were filed by Delaware County Prosecutor Mark McKinney this week.

On April 27, 2009 Detective Kent Havens (Redkey District) was contacted by attorneys representing The Eye Center Group located Muncie, Indiana reference Winconek allegedly misused a company credit card, and paid himself bonuses, management fees, and paid time off. 

Havens conducted a lengthy investigation into the allegations and turned his findings over to the Delaware County Prosecutor. Winconek was the chief financial officer for the Eye Center Group at the time of the thefts. The total amount involved is undisclosed.
