Rep. Ruppel's Bills Pass the House
STATEHOUSE - Rep. Bill Ruppel (R-North Manchester) co-authored three bills that were pass on third reading today. All three bills will now move to the Senate for consideration.
House Bill 1099
House Bill 1099 passed the House by a vote of 94-0. This bill would give the Board of Animal Health (BOAH) authority to establish standards and guidelines for raising livestock and poultry in Indiana. Currently there isn't any law or program to assist Hoosier farmer's in this area..
"This is a great bill because it will allow a board of people involved in the livestock and poultry industry to be involved in the rulemaking process," said Rep. Ruppel. "Having the BOAH involved in this process will improve and protect the livestock industry in our state."
House Bill 1100
House Bill 1100 passed the House by a vote of 94-0. Last year, the General Assembly cracked down on inmates being able to possess cellular phones in our state prison system. This year, the House of Representatives extended that prohibition to any inmate being held in the county jail system. The criminal justice system has experienced problems with inmates having access to these devices. Drug and gang-related activity was occurring along with harassment of former spouses, girlfriends and trial witnesses. I was pleased to support this bill and it will move to the Senate for consideration.
"It is dangerous for inmates to have a cell phone in prison because the phones are used to conduct illegal activities such as drug and weapon trafficking," said Rep. Ruppel.
House Bill 1165
House Bill 1165 passed the House by a vote of 93-0. This bill would protect a veteran's benefits from a judicial lien and credit and debt collectors. Currently, federal law states that veteran benefits are exempt from seizure by any legal procedure. This bill would ensure that Indiana's law mirrors federal law.
"Veterans have sacrificed their lives for us and I want to do everything I can to protect them," said Rep. Bill Ruppel.
