The Indiana Office of Utility Consumer Counselor (OUCC) is inviting public comments as it reviews Southwestern Bartholomew Water Corporation's request for an increase in its rates and charges.
The OUCC - the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) - has not yet taken a position on the utility's request but is currently scheduled to complete its review and file testimony in this case on Tuesday, December 18, 2007. Consumers who wish to provide written comments on the case in the meantime may submit them to the OUCC's consumer services staff via mail, e-mail or fax.
Southwestern Bartholomew Water Corporation - a non-profit entity serving approximately 2,900 customers in portions of Bartholomew and Brown counties - is requesting IURC permission to issue up to $2.05 million in long term debt and seeking to implement its proposed rate increase in two phases. Under the utility's proposal, the monthly water rate for a residential customer using 5,000 gallons would increase from $32.73 to $36.46 after a final IURC order is issued in this case, and then to $40.17 after the utility closes on a 40-year low-interest loan.
In its filings before the Commission, Southwestern Bartholomew indicates it is seeking the changes to pay for infrastructure improvements including new mains, new booster stations and a new 300,000 gallon storage tank. The utility states in testimony that it intends to start construction on the projects in 2008; current rates for Southwestern Bartholomew Water Corp. were approved in January 2006.
