In Cause No. 43669, the Indiana Utility Regulatory Commission (IURC) issued a November 19, 2009 order allowing Vectren Energy Delivery, Citizens Gas and Northern Indiana Public Service Co. (NIPSCO) to reinstate  their respective universal service programs to assist low-income consumers.

The Indiana Office of Utility Consumer Counselor (OUCC) filed testimony in support of the programs.

The federally funded Low-Income Home Energy Assistance Program (LIHEAP) and federally funded home weatherization programs were not at issue in this case. Natural gas universal service programs, providing assistance beyond LIHEAP, have been offered by Indiana utilities since 2004.
