Governor Daniels has often stated, "If you're not keeping score, you're just practicing." Prior to the creation of the Office of Management and Budget (OMB) in January 2005, Indiana state government had no performance measurement system. Few state agencies reported the results being produced with Hoosier tax dollars. As a result, the Government Efficiency and Financial Planning group within OMB began working with the largest executive branch agencies in early 2005 to create performance "metrics" (or measurements of success) that are reported quarterly to Governor Daniels and the public. The performance measurement system will continue to evolve as new technology is incorporated and additional state agencies and programs are included.
Measuring performance has the effect of holding state government accountable for results, or the lack thereof. The goal is to create outcome-based performance measures that demonstrate the tangible results being generated with Hoosier tax dollars. It is fairly easy to measure the inputs, or even the outputs, of a government program (e.g., dollars spent, number of licenses processed, etc.). However, it can be much more difficult to measure the outcomes generated for the citizens of the state (e.g., customer satisfaction, percent of permits issued within a certain time frame, percent of Hoosiers that live in counties that meet air quality standards, etc.). But just because something is difficult does not mean it should not be done. In fact, it is just the opposite because the RESULTS are all that matter. More and better paying jobs, safer communities, a cleaner environment, safer roads, a high quality educational system, improved health, and lower taxes - these are just some of the results Hoosiers expect from the state government they fund with their tax dollars.
