The arcane nature of navigable waters principles has probably discouraged the development of educational programs. Federal admiralty law is a specialty restricted even within the practice of law. Legal seminars may provide insight into some aspect of navigable waters law but do not typically identify navigability as a subject in itself. A publication by the Indiana Continuing Legal Education Forum, prepared in conjunction with a seminar, addresses issues pertaining to navigable waters law and to public freshwater lakes.58 The Albany Law School, Union University, in New York maintains a website dedicated to discussions of the public trust doctrine.
