Federal Budget Bill Cuts LSTA Funding 2.3% in FY12 The recently-passed federal budget bill includes a modest (2.3%) cut in Library Services and Technology Act (LSTA) funds for FY 2012. The majority of this cut will come out the "Grants to States" program, which was appropriated at $156.6 million (down from $160 million). This cut follows a 7% cut in LSTA funding for states in FY 2011. State Librarian, Roberta L. Brooker, said she does not expect this to have a significant effect on LSTA-funded projects in Indiana. The budget bill did include the reinstatement of Improving Literacy through School Libraries funding. According to ALA Connect, "After Congress zeroed out funding to Improving Literacy Through School Libraries for FY 2011, both the Senate and House recognized in FY 2012 that they cut the primary source of federal funding to school libraries. In the new federal budget, congress appropriated $28.6 million for literacy. A minimum of half, or $14.3 million must go to low income school libraries while the rest of the money will go to national not-for-profits that work for childhood literacy." The Indiana State Library manages distribution of LSTA funds according to an IMLS-approved five-year plan for the funds (also read the formal evaluation of the 2003-2007 five-year plan). Indiana to Participate in Digital Learning Day on February 1 Indiana is one of 28 states participating in Digital Learning Day - a national awareness campaign that highlights innovative teachers and instructional strategies. Digital learning is any instructional practice that is effectively using technology to strengthen the student learning experience. Indiana's Digital Learning Day, sponsored by the Indiana Department of Education (IDOE), will kick off the state’s twenty-nine-day “Web 2.0 Challenge.” On each day in February, it will introduce a new resource complete with tutorials and tips on its blog. The challenge is for educators to explore the shared tools and post thoughts and ideas about how they could use them to enhance student learning. Additionally, the state will encourage districts to post a three-minute video telling their own Digital Learning story to the IDOE's YouTube channel. While sponsored by the IDOE, Digital Learning Day is not just for schools. It also includes libraries, after-school programs, and other groups that utilize technology in student learning. For more information or to sign up today, visit www.digitallearningday.org/. You can also discover great ideas for local programming started by checking out the Digital Learning Day toolkit. |
