Biographical Note:

John H. Wiggans was born circa 1826 in Indiana. He was a blacksmith by trade, but was commissioned to be the Justice of the Peace for Franklin County, Indiana by Governor Oliver Perry Morton to serve a four-year term beginning in 1861.

Scope and Content Note:

This collection contains the commission of John H. Wiggans to be the Justice of the Peace for Franklin County, signed by Governor Oliver Perry Morton. Written on the reverse of the commission is Wiggans’ signed oath of office.
