Biographical Note:
James Flynn
Stutsman was born July 19, 1860 in Peru, Indiana. He graduated from Wabash
College in 1884. He married Jessie Emilie Herron in 1910. Stutsman was chiefly a
lawyer but also worked as a clerk, realtor, and banker. He was elected to the
Indiana House of Representatives in 1885, 1901, and 1903. He served as the
Assistant Chief of U.S. Geodetic Survey for Indiana in 1884 and 1885. He was an
examiner for the U.S. Department of Justice 1891-1893 and the U.S. Minister to
Bolivia in 1908-1910. He became the U.S. Commissioner General to Central America
and West Indies for the Panama-Pacific Exposition in 1913 and the Speaker for
the U.S. Fuel Administration in 1917. James Flynn Stutsman died December 15,
1917 in Washington, D.C.

Scope and Content Note:
This collection contains Stutsman’s papers regarding the Republican Party, his work in Central and South America, and his attempts to secure federal appointments. Also included is his correspondence regarding the 1916 Republican presidential campaign and his papers regarding the Panama-Pacific Exposition, including his reports, and his communications with heads of state in Central American and the West Indies. Other correspondence includes information regarding Bolivian affairs and a report of Lafayette attorney Will R. Wood on his trip to Cuba with Stutsman.
