Biographical Note:

Birch Evans Bayh, Jr. was born on Jan. 22, 1928 in Terre Haute.  He moved, at the age of 15, to his grandparents’ farm near Libertyville, IN when his father, Army Col. Birch Bayh was posted to China duty during WWII.  He spent a year at Purdue, then enlisted in the Army, serving from 1946-1948. He was graduated from Purdue with a degree in Agriculture, in 1951.  He married Marvella Hern in 1952 and is the father of Birch Evan Bayh, III, born in 1955. After Marvella’s death in 1979, he married Katherine Halpin in 1981 and is the father of Christopher Bayh, born in 1982.  He won a seat in the Indiana House, as a Democrat, in 1954, where he served as Speaker of the House in 1959 and Minority Floor Leader in 1961.  He attended Indiana State University in 1952-53 and received a law degree in 1960 from Indiana University-Bloomington.  He was elected to the United States Senate in 1962 and served until Jan. 3, 1981.  He was the principal architect of the Twenty-fifth Amendment, which was ratified in 1967 and the Twenty-sixth amendment, ratified in1971.  He is now practicing law in Washington, D.C.

Scope and Content:

The collection consists of a letter to a constituent, a form letter, and a speech recorded in the Congressional Record, all regarding the lack of funding for the Library Services and Construction Act, in FY1974, and campaign materials from Birch Bayh’s presidential run in 1975-1976.
