Long taps longtime senate staffer, Indianapolis attorney
Jeffrey Papa as first chief of staff, chief legal counsel

(Statehouse) – Indiana Senate President Pro Tempore David C. Long (R-Ft. Wayne) today tapped Indianapolis attorney Jeffrey L. Papa as his chief of staff. Papa, a longtime senate staffer before joining the city’s Barnes and Thornburg law firm, will also serve as Long’s chief legal counsel.

As chief of staff, Papa will be responsible for the management of a 47-person Republican staff providing constituent services, fiscal analysis and media relations. Other duties will include recruiting, hiring and managing Republican caucus personnel; developing personnel policies, salaries and benefits for Senate employees; and establishing office policies and procedures for operation of the Senate.    

Papa will also serve as chief general counsel, directing legal work pertaining to the Office of President Pro Tempore and Senate Republican Majority Caucus and serving as a key advisor and representative for caucus leaders and members on policy, intergovernmental and partisan matters.

Long said Papa previously served as legislative assistant, communications specialist, assistant fiscal analyst and intern director for Senate Republicans. He is currently a senior associate with Barnes & Thornburg law firm, where he has been practicing since 2001. In addition to earning his law degree from the Indiana University School of Law, Papa has a bachelor’s in economics from Rose-Hulman Institute of Technology and a master’s in business economics from Ball State University.

“As impressive as his educational and vocational credentials are, it is Jeff’s understanding of the legislative process, his top caliber legal acumen and his direct experience in human resource management that gives me absolute confidence he will effectively handle the dual roles of chief of staff and chief counsel,” Long said.

Papa and his wife Ann live in Zionsville with their three children – Zach, Rosemary and Violet.
