BE IT RESOLVED BY THE INDIANA LEGISLATIVE COUNCIL:
SECTION 1. The interim study committees described in SECTION 2 are established.
Each committee is composed of twelve (12) voting members, with six (6) appointed from the
House by the Chairman of the Council, and six (6) appointed from the Senate by the Vice-
Chairman of the Council. Appointments from each chamber shall be divided equally between
the two major political parties.
The Chairman of the Council, with the advice of the Vice-Chairman, shall designate the
chairman of each committee, and may in the same manner designate a vice-chairman of each
committee. The Chairman and Vice-Chairman of the Council may each appoint non-legislators
to serve as non-voting members of a committee.
SECTION 2. Each committee shall study and make findings and recommendations
concerning the topics assigned to it:
1. INTERIM STUDY COMMITTEE ON STATE ADMINISTRATION ISSUES
(To be chaired by a member of the Senate)
A. Study the relationship of buried utilities to the limited spacing for the postal system
(HR 100)
B. Study regional water and sewer districts (HR 102, HB 1248)
C. Study the creation of a safety net for Indiana family farms (SCR 62)
3. INTERIM STUDY COMMITTEE ON PUBLIC SAFETY ISSUES
(To be chaired by a member of the Senate)
A. Study whether the OMPP's provider claims processing contractor has properly
performed the terms of its contract with the State.
B. Study and make recommendations concerning administrative procedures needed to
eliminate Medicaid claims reimbursement backlogs, delays, and errors.
C. Study and make recommendations concerning the implementation of a case mix
reimbursement system designed for Medicaid certified nursing facilities developed by
OMPP.
D. Study any other matter related to the Medicaid system in Indiana.
SECTION 3. The Legislative Council requests the following entities to study the
topics indicated, and if possible to submit findings and recommendations to the Council
before November 1, 2000:

A. Study the enactment of tax exemptions or tax credits, or both, on raw materials used
by Indiana manufacturers (HR44)
B. Study the desirability and feasibility of establishing Renaissance Zones with the State
of Indiana (SR 12)
C. Study the issue of annual adjustments to the true tax values of real property and the
need for periodic physical inspections of real property (HB 1337)
D. Study potential shifts among classes of taxpayers resulting from the next general
reassessment (HB 1219)
E. Study the taxation of retirement benefits for federal employees (Legislative Council)
F. Study the issue of state taxation of electronic commerce (Legislative Council)
G. Monitor the implementation of P.L. 6-1997 (Legislative Council)
2. TO THE COMMISSION ON MENTAL HEALTH
A. Study the feasibility and desirability of creating a legislatively approved distribution
formula for mental health funds (HR 75)
B. Examine the comprehensive needs of persons with Serious Mental Illness (HCR 82)
C. Examine the issue of civil commitment of sexually violent predators (SCR 68)
D. Study the topic of mental health services for children (SR 31)
3. TO THE COMMISSION ON COURTS
A. Study the fiscal impact of trial costs on county budgets (HCR 13)
B. Study the financing and expenses associated with the operation of city and town courts
(Legislative Council)
4. TO THE CHILD CUSTODY AND SUPPORT ADVISORY COMMITTEE
A. Study issues concerning child custody, visitation, and age of emancipation (SCR 51)
5. TO THE ALZHEIMER'S DISEASE AND RELATED SENILE DEMENTIA TASK
FORCE
A. Examine the need for alternative care options for individuals prone to violent behavior
due to the effects of dementia or related diseases (SCR 18)
6. TO THE WATER RESOURCES STUDY COMMITTEE
A. Study the need for revisions in the law on regulated drains (HB 1076)
7. TO THE STATE FAIR ADVISORY COMMITTEE
A. Receive reports from the trustees of the center for agricultural science and heritage
(HB 1155)
8. TO THE REGULATORY FLEXIBILITY COMMITTEE
A. Study the issues relating to the provision of video and voice coverage of sessions of
the general assembly through the Internet or a cable television service (HR 22)
B. Study the issue of utility subsidies to affiliates or unregulated activities (HR 59)
C. Study the topic of merchant power plants (SCR 34; HCR 81)
D. Review the issue of open access to Internet services (SCR 48)
9. TO THE PENSION MANAGEMENT OVERSIGHT COMMITTEE
A. Study local public safety personnel pensions (HR 58)
B. Study state funded health care, including prescription drug insurance for retired state
employees (HR 70)
C. Study issues dealing with chief of police and town marshal pensions and health
insurance (SCR 6)
D. Study the benefit of permitting members of the Public Employees' Retirement Fund to
make any discretionary contributions to their annuity savings accounts in annuities
provided by additional licensed insurers (SR 34)
10. TO THE NATURAL RESOURCES STUDY COMMITTEE
A. Study the system used by the Indiana Department of Natural Resources to issue
sporting licenses (HR 68)
B. Study the sale, ownership, and possession in Indiana of wild animals, including exotic
mammals (HB 1153)
11. TO THE LOCAL GOVERNMENT FINANCE STUDY COMMISSION
A. Study the feasibility of establishing shelters for the homeless and the extent to which
the lack of funding has aggravated the problem of homelessness (HCR 35)
12. TO THE HEALTH FINANCE COMMISSION
A. Study the provisions of the Federal Ticket to Work and Work Incentives Improvement
Act and the options created for Indiana by the act (HR 69)
B. Receive recommendations from the Secretary of the Family and Social Services
Administration concerning obesity in adults and children and costly health complications
(HCR 48)
C. Study the development of a methodology to objectively provide information to the
general assembly regarding the impact of proposed or enacted health insurance mandates
(SCR 13)
D. Study the topic of privacy of personal health information (SR 32)
E. Study health facilities, training of employees, and complaint procedures (HB 1124)

A. Study the issues relating to the Infants and Toddlers with Disabilities Program (First

work with developmentally disabled persons to undergo criminal history checks.
