"Committee"
Sec. 1. As used in this chapter, "committee" refers to the interim
study committee on employment issues established by section 2 of
this chapter.

Committee established
Sec. 2. The interim study committee on employment issues is
established.

Members
Sec. 3. (a) Except as provided in this chapter, the committee shall
operate under the policies governing study committees adopted by
the legislative council.
(b) The committee consists of nine (9) members, who shall be
appointed as follows:
(1) Two (2) members of the senate, appointed by the president
pro tempore of the senate.
(2) Two (2) members of the senate, appointed by the minority
leader of the senate.
(3) Two (2) members of the house of representatives, appointed
by the speaker of the house of representatives.
(4) Two (2) members of the house of representatives, appointed
by the minority leader of the house of representatives.
(5) One (1) member of the general assembly, appointed by the
chairman of the legislative council.
(c) The member appointed under subsection (b)(5) shall serve as
chairman of the committee.

Number of votes required for action
Sec. 4. The affirmative votes of a majority of the voting members
appointed to the committee are required for the committee to take
action on any measure, including final reports.

Duties
Sec. 5. The committee shall study and make recommendations to
the legislative council concerning the following:
(1) Laws related to the issue of whether or not an employee
should be required to join an employee organization as a
condition of employment.
(2) Project labor agreements.

Final report
Sec. 6. Before November 1, 2011, the committee shall issue a
final report to the legislative council containing the findings and
recommendations of the committee.

Expiration
Sec. 7. This chapter expires December 31, 2011.
